  Boynton, 52, of Madison served more than 28 years in the Coast Guard, including Captain of the Port of New Haven from June 2004 to June 2007. Prior to his role in New Haven he was chief of governmental affairs for the Boston-based First Coast Guard District from August 2001 to May 2004 and Chief of Operational Planning from July 1999 to July 2001. He also served from 1995 to 1997 as Director for Global Affairs on the National Security Council staff at the White House. He has been the top federal security official at the state’s primary airport in Windsor Locks since August 2007.

7/9/2009Gov. Rell Signs Bill Enhancing Rights of Nursing Home Residents
  The new law protects Medicaid patients from providing donations or gifts as a condition of admission and extends that protection to third parties, such as families and friends. The measure allows a court to impose a $1,000 fine against a nursing home for each violation. The bill also gives nursing home patients the right to take legal action if their personal items are lost or stolen, including the ability to recover attorney fees.

  Under the bill, beginning October 1, 2010, a minimum of 1 percent of the total funds received by the DOT or Connecticut municipality in any fiscal year for street and highway construction, restoration, rehabilitation or relocation must be spent to provide facilities for “all users” – including bikeways and sidewalks with curb cuts or ramps.
