preparation for the meeting, attached are the minutes of the November 8 meeting
for your review and approval. Also attached you will find a Working DRAFT model
report for your consideration. As discussed at the full Commission Meeting on
November 16th, we are being asked to complete our report and forward
our recommendations to the full Commission in advance of the Dec 14 Commission
meeting. The Working DRAFT is something that I put together to offer for your
consideration as a format for our Subcommittee to use—I stopped where I did due
to time limitations and until we agree on what format/who will write what/etc.
