The May 23, 2007 GIS Council Meeting minutes are not official or binding until acceptance by the GIS Council at the next scheduled meeting, June 27, 2007.

Call to Order

The meeting was called to order at 2:30 p.m. by Chairwoman Wallace. 

 

Review of April 25th Minutes

 

Chairwoman Wallace called for a motion to accept the April 25, 2007 GIS Council meeting minutes.  Chairwoman Wallace asked for discussion, no discussion ensued. Council Member George Pohorilak motioned to accept; Council Member Jerry Iwan seconded.  All in favor - none opposed.  Motion carried. 

 

Data and Inventory Assessment Working Group

 

Mike Varney reported for Jim Spencer (Data and Inventory Assessment Working Group Chair).  Mike Varney reported the Data and Working Group’s current activities included 13 Core Framework Data Theme Sub-Committees.  Varney identified four sub-committees are currently in place: Base Map Imagery, Critical Infrastructure, Hydrography, and Transportation. The Data and Inventory Assessment Working Group is looking for members to participate on many of the sub-committees. It was noted that membership to the working group is open to all knowledgeable or interested individuals.

 

Chairwoman Wallace encouraged council members to get involved with the working groups, stating that these groups will be setting the standards and council members should make sure to have representation at the sub-committee meetings. 

 

Varney reported the Transportation Sub-Committee, comprised of Chairs from DOT and DPS and sub-committee members have received training to provide the foundation for work to be done. Varney reported the group was meeting on a regular basis and is working on establishing funding sources.

 

The Data and Inventory Assessment Working Group will be holding a meeting next week. Detail will be posted on the website and members can contact Jim Spencer directly for meeting details.   

 

Varney also indicated the website will have a new calendaring function which will be set up for self-registration to receive notices.  This functionality will be available before the next council meeting.

 

Training and Education Working Group

Working Group Co-Chair Peter Sandgren reported that the Training and Education Working Group’s last meeting had been rescheduled for next week (Wednesday, May 30). He stated that at that time the group will begin web portal training, in order to work on the Council website.

 

DEMHS GIS Project Update

 

Mike Varney (Project Manager) reported that the architecture design is being developed from the Infrastructure and Technical meeting and that the DHS data model is being used as the starting point for the database design.  Varney indicated there had been a productive meeting that morning and there will be additional meetings scheduled to collect information.

 

Varney reported a change in how the municipal data will be collected. A working group is in place to detail the requirements for developing a self service interface for data collection and updating for use by municipalities.   Varney indicated this new direction should not impact the timeline or system usability.  There was group discussion on what kinds of information the municipalities would be entering and the frequency of updating.

 

Update of USGS grants

Mike Varney reported the following updates on grants:

Strategic & Business Planning Grant: Committee is active, sessions have been held and others are being scheduled; Information Portal Grant: Varney has met with both Massachusetts and Rhode Island GIS coordinators, plans are being developed for a data sharing portal; Supplemental Assistance Grant: The position has been advertised and interviews are being scheduled, selected candidate will start as soon as available.

 

Legal and Security Working Group

There was no report for this meeting.

New Business

 

Council member Derek Phelps asked that the Legal Committee provide a legislative update for related GIS proposals at the next meeting.

 

Chairwoman Wallace reported on her meeting with Lt. Governor Fedele and indicated that he was open to the idea of becoming an Executive Sponsor.  Chairwoman Wallace will have a briefing with Lt. Governor Fedele again when the GIS strategic plan is completed and when the council can identify what future involvement would be needed.

 

Adjournment

Chairwoman Wallace asked for a motion to adjourn the meeting.  Council Member Jerry Iwan motioned to adjourn; Council Member Scott Roberts seconded.  All in favor - none opposed.  Motion carried.  Meeting adjourned at 2:58 p.m.
