DEMHS: Hazard Mitigation

Hazard Mitigation

Within the DEMHS All Hazards Planning Unit, the Hazard Mitigation section works with other DEMHS personnel to facilitate preliminary damage assessments and Presidential Declaration requests, and then coordinates Hazard Mitigation disaster relief and mitigation funds for state and federal governments, eligible non-profit organizations and individuals.

This program, administered by the Federal Emergency Management Agency (FEMA), encourages a proactive approach to mitigate future damages from Natural Disasters.  It is important to note that this is not an immediate recovery program.  The focus is on implementation of mitigation measures in long term recovery. The implementation of Hazard Mitigation measures aid in response and strengthen a community's overall ability to withstand the effects of a natural disaster in the future.

The Role of Municipalities in Selecting Projects:
It is strongly recommended that municipalities or other sub-applicants work with their departments to define problem areas in their jurisdictions which may benefit from this program; as well as reaching out to homeowners for projects such as purchasing and removing homes from the flood plain, elevating homes or utilities, and installing storm shutters and hurricane resistant windows.
The municipal role in the HMGP is to serve as the sub-applicant on behalf of homeowners or businesses in applying for the HMGP grant.  Homeowners may not apply directly for HMGP projects and funding.  For additional clarification of roles and responsibilities within the HMGP, please refer to the FEMA Hazard Mitigation Assistance (HMA) website.  HMGP is one form of HMA offered by the Federal Government.
