RICE NESHAP Online Training Modules

Welcome to the Connecticut Department of Energy and Environmental Protectionís (DEEP) training page for EPAís RICE NESHAP (40 CFR 63, subpart ZZZZ).  If you own or operate a stationary engine in Connecticut, there is a good chance that your unit is subject to this rule. The rule was designed to control emissions of hazardous air pollutants (HAP) from stationary engines of all sizes, located at both major and area sources throughout the country.
EPA estimates that there are approximately 1.5 million stationary engines in the United States. Therefore, these common combustion sources can collectively have a significant impact on air quality and public health.
Air pollutants emitted from stationary engines include:  formaldehyde, acrolein, acetaldehyde, methanol, carbon monoxide, nitrogen oxides, volatile organic compounds, and particulate matter. 
Health effects from these pollutants include eye and skin irritation, central nervous system problems, and respiratory issues, especially asthma among children and seniors. Therefore, complying with this rule is essential to protecting both the communityís health and the environment.

To help you comply with the rule, DEEP has created a series of online training modules which will assist you in determining whether your engine(s) is subject to the rule and, if so, which requirements apply to your specific engine(s).  The training modules describe the emission limits, monitoring requirements, recordkeeping requirements, and reporting requirements applicable to your engine(s).  Contact information is also provided if you need assistance.
Instructions: When accessing the online training, please visit the Introduction module first.  This module will give you background information about the rule, help you determine if your engine(s) is subject to the rule and, if it is subject, help you determine what category of engine you own and/or operate.  Once you have viewed the Introduction module in entirety, please proceed to the Main Training Module link on this page.  You will need to answer a series of questions regarding the unitís potential HAP emissions, size and construction date.  Based on the answers you provide, you will be guided to the appropriate follow-up module which will inform you of your specific requirements under this rule.  If you have more than one engine and the engines are not identical, you will need to complete this process for each unit.
