Bridgeport Harbor Station:  Title V Proceedings
Bridgeport Harbor Station, owned and operated by PSEG Power Connecticut, LLC, is located at 1 Atlantic Street, Bridgeport.  On February 9, 2011 PSEG submitted an application to renew the Title V permit for Bridgeport Harbor Station. 
The facility consists primarily of three electric generating units (EGUs):  a 170 MW residual oil-fired cyclone unit; a 410 MW dual-fired unit (coal and oil); and a 22 MW combustion turbine.  The original Title V permit for the Bridgeport Harbor Station facility was issued in 2001, and the first renewal was issued in 2007.
  • DEEP issued its tentative determination to approve the permit application on January 13, 2012. 
  • Upon receipt of requests for an informational hearing on the tentative determination, DEEP held an informational hearing on May 14, 2012 in Bridgeport, and the public comment period closed on May 21, 2012.
  • DEEP issued a proposed Title V permit for the facility on September 13, 2012, triggering a 45-day review period by the U.S. Environmental Protection Agency. 
  • EPA did not comment on the permit thereby authorizing DEEP to issue the permit.
  • Title V permit for Bridgeport Harbor Station was issued on October 31, 2012.
A Title V permit is a facility-wide operating permit issued after the source has begun to operate.  The Title V permit combines all state and federal Clean Air Act requirements in a single document with clearly defined compliance reporting provisions.
The Title V program is intended to enhance compliance by providing a single, comprehensive statement of all the air pollution control requirements that apply to a facility.  In issuing the Title V permit, the Department does not change the level of pollution control from that provided in New Source Review (NSR) permits or current state and federal air quality regulations and laws.  A Title V permit does not independently create any additional legal requirements.
