The 187th meeting of the CT Council on Developmental Disabilities was held on Tuesday, March 11, 2014 from 10:00 AM to 3:00 PM at Beth El Temple, West Hartford.

4.      Call to Order:  Bill Knight called the meeting to order at 10:00 AM. 

5.      *Approval of Agenda:  Sabra Mayo moved to approve the agenda and Meg McDermott Seconded.  The agenda was approved unanimously with no amendment.

6.      *Approval of Minutes of 1/8/14:  John Curtin moved to approve the minutes of January 8, 2014.  Sabra Mayo seconded.  The minutes were approved unanimously with no amendments.  Alicia Kucharczyk abstained. 

7.      Public Comment:  Bill Knight asked all Council members to introduce themselves.  Following that, public comment began:

         Wendy Kwalwasser, DCF and Barbara Nadeau, Quinnipiac University. They spoke on the Parents with Cognitive Limitations grant they had received from the Council.  They thanked the Council and presented a proposal requesting an additional $20,000 to continue to build on the success of this three year project. 

         Jamie Lazaroff, ARC of Quinnebaug and ARC CT.  Jamie spoke about the need for better transportation which would assist individuals with disabilities to become employed, and also addressed the need for better transition of youth into adult services 

         Leslie Simoes, ARC CT.  Leslie spoke about the newly created Individuals with Developmental Disabilities Caucus, which is the first of its kind in the nation and the success of Family Day, which was attended by 350 people and the ARC transportation initiatives.

         Sara Reed and Lois Rosenwald, ASRC.  Sara and Lois spoke about starting a dialogue to explore ways the Council could support the work of ASRC to educate as many as possible about Autism Spectrum Disorders.

         Lisa Caron, ADACC.  Lisa requested that the Council fund a program to train ADA Coordinators In each community.

8.      Report from the Director:  Molly Cole reviewed her report for January/February 2014 and reviewed the budget. 

9.      Transportation:  Following a discussion about transportation issues, Robin Wood reminded the Council that the Department of Transportation has three Transportation Coordinators to assist people with disabilities in the state.  They will be invited to present at the May meeting.

10. *Proposed Regulations on Customized Wheelchairs:  Sheldon Toubman spoke about the proposed regulations for customized wheelchairs and the impact this would have on people with disabilities both in nursing homes and in the community.  Following extensive discussion Michelle Duprey moved that the Council oppose the proposed regulations regarding customized wheelchairs and submit comment as such to the Department of Social Services.  Shelia McClure seconded.  The motion was approved unanimously.  Molly will draft comment to be submitted no later than March 13 and the Council will testify at the hearing on March 31. 

11. *Pending legislation - Physician Assisted Suicide Bill 5326.  This bill, known as death with dignity has again been introduced and there will be a public hearing within the next two week in the Public Health Committee.  Following discussion Brenda Stenglein moved to oppose this bill and to submit testimony at the public hearing.  Sabra Mayo seconded and the motion carried unanimously. 

12. Decision making process between meetings.  The Council discussed the process to make decisions regarding policy, legislation or other urgent issues in-between meetings.  The Executive Committee has addressed this in the past, but the question of how these decisions can be made quickly remains.  This will be discussed again in May.

13. *Adjourn:  Sabra Mayo moved to adjourn and John Curtin seconded.  The meeting adjourned at 2:35 PM.

The next meeting of the Council will be Tuesday May 13th from 10 to 3 at Beth El temple, West Hartford.
