CT Council on Developmental Disabilities

October 16, 2012

 

A special meeting of the Connecticut Council on Developmental Disabilities was held on October 16, 2012 from 1:00 to 3:00 at the Sheraton Four Points Hotel in Meriden, CT. 

Present:  Emily Bickhardt, Chris Blake, Tom Boudreau, John Curtin, Jacqueline Jamison, Michelle Johnson, Mark Keenan, Bill Knight, Alicia Kucharczyk, Ray Lasky, Zuleika Martinez, Sabra Mayo, Shelagh McClure, Meg McDermott, Jim Rosen, Ada Suarez, Chris Sullivan, Jennifer Throwe, Kathy Wolkner

1.       Call To Order:  The Special Meeting of the CT Council on Developmental Disabilities was called to order at 1:00 PM. 

 

2.      Approval of the Agenda:  Sabra Mayo moved “To approve the agenda”. John Curtin seconded the motion.  The vote carried unanimously, no abstentions.

 

3.      Discussion of Proposal Review Process.  Motion:  John Curtin moved: That the council should proceed with the establishment of an external proposal review panel.”  Zuleika Martinez seconded the motion.   Following discussion, Ada Suarez amended the motion:  That the Council will have an external review panel with one to two internal panel members from the Council, with final approval from the Council for any recommendations of the review panel. Sabra Mayo seconded the motion.

Opposed:  Jennifer Throwe and Shelagh McClure

 

Abstained: Bill Knight. 

 

The motion carried.

4.      Connecticut Legal Services Medical Safeguard Program:  A motion was made by John Curtin “To approve $60,000 in continuation funding for Connecticut Legal Services for the Medical Safeguards Program.”  Michelle Johnson seconded.

Abstained:  Bill Knight. 

 

The motion carried and the Council approved $60,000 to Connecticut Legal Services.

 

5.      Parents with Cognitive Limitations/ DCF and SDE proposal to implement training on parents with cognitive limitations and an international conference on this topic in 2013.  A motion was made by Shelagh McClure “To approve $20,000 to fund the Parent with Cognitive Limitations Program with the contingencies established by the reviewers.”  Sabra Mayo seconded the motion.

The motion carried and the Council approved $20,000 to fund the Parents with Cognitive Limitations program at DCF/SDE.

 

6.      New Britain Emergency Medical Services to fund an emergency medical services pilot for people with disabilities in New Britain, Southington and Canton.  Sabra Mayo moved “To approve $65,000 to New Britain Emergency medical Services for the pilot as recommended by the reviewers.”  Michelle Johnson seconded the motion.

The motion carried and the Council approved $65,000 to New Britain Emergency medical Services for an emergency medical services pilot in three communities.

 

7.      University of Connecticut Center for Excellence on Disabilities proposal to fund an accessible housing pilot project to develop resource material, training and policy recommendations regarding accessible and affordable housing opportunities in Connecticut.

 

Recused:  Chris Sullivan recused herself and left the room during this discussion and vote.

Ray Lasky moved “To approve $50,000 to the University of Connecticut Center for Excellence in Developmental Disabilities for an accessible housing proposal as recommended by the reviewers.”  Chris Blake seconded.

The motion carried and the Council approved $50,000 to the University of Connecticut Center for Excellence in Developmental Disabilities for an accessible housing project. 

 

8.       University of Connecticut Center for Excellence on Disabilities proposal to develop and implement a statewide training on Emergency Preparedness for persons with disabilities. 

 

Recused:  Chris Sullivan recused herself and left the room during this discussion and vote.

 

Zuleika Martinez moved “To approve $89,074 for two years to the University of Connecticut Center for Excellence in Developmental Disabilities over a two year period to develop and implement a training on emergency preparedness for person with disabilities.” John Curtin seconded the motion.

The motion carried and the Council approved $89,074 to the University of Connecticut Center for Excellence in Developmental Disabilities for a two year emergency preparedness training pilot. 

 

9.      Motion to Adjourn.  John Curtin moved “To adjourn the meeting”.  Michelle Johnson seconded.
