CTCDD Meeting 11-3-09

 

The CT Council on Developmental Disabilities held a special meeting Orientation on Tuesday, November 3, 2009, at the Institute of Technology and Business Development/Central Connecticut State University, New Britain.

 

Council Members Present:  Larry Carlson, Kathryn duPree, Gabriela Freyre-Calish, Hayley Kelley, David King, Bill Knight, Armand Legault, Chair; Maryann Lombardi, Jennifer Lortie, Zuleika Martinez, Sabra Mayo, Peter Morrissette, Perri Murdica, Al Piehl, Leslie Prior, Sarah Rafala, Frank Reed, Patricia Tyler and Monica Smyth.

 

Excused Absence:  Joyce Baker, Stephen Belske, Fred Frank, Robyn Hescock, Mark Keenan, Dwayne Paul, Nancy Taylor and Anita Tremarche.

 

Absent:  Leo Germain and Tom McCann.

 

Guests Present:  Mike Fuller, Department of Public Health; three (3) personal assistants, and a guest of a Council member.

 

Staff Present:  Mary-Ann Langton, Ed Preneta and Angela Klonoski.

 

Mr. Legault called the meeting to order at 11:00 a.m. 

 

Federal Developmental Disabilities Act, History and Overview, and DD Network

 

          Mr. Preneta used PowerPoint to present on the federal Developmental Disabilities Act.  He will e-mail the PowerPoint presentation with notes upon request.

 

Council Mission, Roles of Council Members and Staff, and Obligations of Council Members

 

          Mr. Legault and Mr. Reed referred the Council to the Council’s mission, the Council’s Bylaws and Robert’s Rules of Order.  Mr. Reed related his experience serving on other boards and commissions and asked Council members to be mindful of their responsibilities and courtesy.

 

          Mr. Legault asked for a motion to go into Executive Session around 1:45 p.m. in order to discuss a personnel issue. 

 

          Mr. Knight moved to go into Executive Session at the end of the Council meeting.  Ms. Kelley seconded.  There was no discussion.  The motion passed unanimously.

          Tom McCann’s interview on Cox Public Access TV “MARC Matters” was played during lunch.  

 

Role of Agency Representatives on the Council

 

          Mr. Reed invited representatives of public and private agencies on the Council to describe their agencies and how they relate to the Council.  Larry Carlson, Department of Social Services; Kathryn duPree, Department of Developmental Services; Gabriela Freyre-Calish, University Center for Excellence; Mike Fuller on behalf of Mark Keenan, Department of Public Health; Perri Murdica, State Department of Education; Monica Smyth, Abilis; and Patricia Tyler, Office of Protection and Advocacy, presented on their agencies.

 

Budget Process, Budget and Initiaitves

 

          Mr. Preneta suggested that the Budget, Budget Process and Initiatives be postponed to the November 16, 2009 Council meeting.  The Council concurred.

 

Executive Session

 

          The Council went into Executive Session.

 

Conclusion

 

          The agenda for the Council’s November 16, 2009 meeting will include the minutes of the September 22, 2009 meeting; a budget update including the budget process and budget; follow up on 2010 initiatives and new ideas from the national association conference, and discussion on how the Council should implement its purpose:  to engage in advocacy, capacity building and systems change.  

 

          The meeting adjourned at 2:15 p.m.
