Notice of Scoping for Connecticut State Police Training Facility

Municipality where proposed project might be located:  Griswold

Address of Possible Project Location: 100 and 101 Lee Road

Project Description: The Department of Emergency Services and Public Protection (DESPP), Division of State Police is proposing to relocate its existing Firearms Training Facility and Program, currently located on Nod Road in Simsbury, to a 110± site at 100 and 101 Lee Road in Griswold, CT.

The size and configuration of the existing training facility does not allow for all aspects of the Connecticut State Police’s (CSP’s) needed training and the site configuration results in the rifle range being located behind the pistol range, preventing simultaneous use of the ranges due to safety concerns.  The existing training facility is also within a floodplain and has suffered repeated damages from flooding that have led to deteriorated conditions resulting in permanent loss of an onsite classroom building and permanent sanitary facilities, damages to equipment, and repeated interruptions that impact training schedules and overall operations. 

The proposed project would provide DESPP with a new facility in Griswold that allows the DESPP to meet the current and future needs of the agency and to maintain and improve the CSP Firearms Training Program.  Other state and federal law enforcement agencies with whom the State Police partners would also periodically utilize the facility.

At this preliminary planning stage, four (4) layout alternatives have been proposed, showing potential full buildout layouts for the facility.  The proposed project construction may be phased based on prioritization of needs and available state funding.  The estimated maximum acreage needed for the main project elements is approximately 30 acres.  This acreage does not include auxiliary infrastructure improvements that may be necessary for the project.

Each alternative includes the following major elements:

   • A multipurpose training building (or series of structures) of up to a total of 55,000 gross 
      square feet (GSF), which would include space for classrooms, a firearms simulator, and open 
      area training room, gun cleaning and smithing, file storage, offices, vault space, ammunition 
      storage, kitchenette and dining, reloading, target storage, bathrooms with showers and 
      lockers, and garage space,
   • Range control tower(s),
   • Two (2) pistol ranges,
   • One (1) rifle range,
   • One (1) rifle/shotgun range,
   • Sim Training and Live Fire Shoot House and a facility for low light training,
   • Approximately 125 parking spaces, 
   • Site access improvements, and
   • Well, septic system, telecom, and electrical utilities.

The agency expects to release an Environmental Impact Evaluation (EIE) for this project for public no later than early 2019.
