For Increased Future Use of Electric Vehicles

Executive Order Outlines Comprehensive Framework for Integration of EVs

 

            Governor M. Jodi Rell today announced that she has issued an Executive Order that will help the state lead the way in transitioning to cleaner, quieter electric-powered vehicles by ensuring that Connecticut has the infrastructure, power grid and policies to accommodate this emerging mode of transportation and the “green” economic sector to support it.

 

            “I want Connecticut to be squarely in the driver’s seat when it comes to integrating electric vehicles onto our roads and into our economy,” Governor Rell said. “We have the opportunity to inspire new businesses and new industries by plugging into the future now. That requires that we adopt a comprehensive plan addressing everything from the availability of charging stations to creating markets and jobs to service the vehicles and support the new industry.”

 

            Executive Order No. 34, issued November 12, 2009, creates an Electric Vehicles Infrastructure Council that is charged with preparing the state for a rapid and seamless integration of electric vehicles into the market. The Council shall include, but not be limited to, a representative from:

  • The Departments of Public Utility Control, Economic and Community Development, Environmental Protection, Motor Vehicles, Administrative Services, Transportation;
  • Office of Police and Management;
  • Connecticut Development Authority;
  • Connecticut Innovations, Inc.;
  • Connecticut Clean Energy Fund;
  • Transportation Strategy Board;
  • Connecticut Business and Industry Association;
  • Institute for Sustainable Energy;
  • Northeast Utilities;
  • United Illuminating.

            The Governor said some of the issues the Council will address include managing increased demand for electricity and utility rates for electric vehicle owners. The Council, which will be led by the Chairman of the DPUC Commission, will also be asked to study the best places for charging stations, such as in public garages, business and retail parking lots, state parks, universities and train station lots.

 

Other tasks for the Council will focus on identifying sources of funding for economic development, public and private fleets that would use more electric vehicles, including state agencies and increased consumer education.

 

The work of the Council will complement the state’s plan to upgrade transit buses with dozens of energy efficient diesel-electric hybrid buses and install fuel cells in maintenance garages around the state for back-up energy sources. The state has applied for $18.9 million in stimulus funds to support the initiative.

 

“The road to a robust economy and financial prosperity for our state and our citizens is paved with new and exciting technologies and Connecticut is prepared to make that journey,” Governor Rell said.
