Governor Rell: 36 Communities to Share

Nearly $840,000 in Stimulus Grants for Public Safety

Funds Will Help Local Governments

Upgrade Communications, Technology and Training

 

Dozens of Connecticut communities – from one of the largest cities to its smallest towns – will share in nearly $840,000 in federal stimulus funds to support local crime prevention and public safety, Governor M. Jodi Rell announced today.

 

“Critical public safety needs are as varied as the towns themselves and so it is important that these crime prevention grants are not a ‘one size fits all’ program,” the Governor said. “All across the state our communities have been putting these stimulus grants to work, whether it means buying a new cruiser or radios or paying for training and overtime.

 

“The one common and important benefit is that these stimulus funds allow our communities to extend their hard-pressed budgets without adding to the local taxpayer’s burden,” the Governor said.

 

The Governor said 36 municipalities are the latest recipients of the Justice Assistance Grants, made available though the American Recovery and Reinvestment Act of 2009 (ARRA).  To date, 79 cities and towns have received $2.1 million in stimulus crime prevention grants and all 169 municipalities are eligible. The state Office of Policy and Management is administering the program and expects to have all grants awarded by October 1.

 

The latest round of grants range from $100,000 for Hartford to $9,100 to the smaller, rural communities, such as Harwinton.

Grant funds will be used to replace the existing video monitoring system with a modern IP based system that has remote access capabilities.  The goal of the project is to improve safety and security at Police Headquarters, to reduce vandalism & theft prevention at this town-owned building, and to protect the town from civil liability.

Bethany

$9,100.00

To purchase a speed detection trailer

Canton

$30,000.00

Funding to be used for mobile reporting and traffic message board trailer.  Both projects will help in efficiency of the Department and the community.

Chester

$9,100.00

Grant funds will be used for: increased law enforcement safety due to the availability of tasers as an option to lethal force; Reduction of vehicles traveling at excessive speeds, due to increased enforcement. Better service to all residents do to the availability of the first aid kits.

Colebrook

$9,100.00

Purchase of road signs for traffic enforcement and an alarm system for town historical society building for crime prevention.

Durham

$9,100.00

The project will allow the Town of Durham to acquire the necessary equipment that will provide data and aid in monitoring traffic. The project will also allow Durham to purchase equipment to assist in the enforcement of speeding violations. Surveillance equipment will be purchased to be utilized in high crime and drug areas to assist with monitoring these areas and to identify the levels of crimes in these areas.

East Hampton

$30,000.00

Equipment to enhance the efficiency of the dispatch services and computer documentation of police activity.

Franklin

$9,100.00

Purchase necessary equipment to improve traffic enforcement, safety and control.

Glastonbury

$30,000.00

1) Purchase & installation of two (2) NOPTIC (Nighttime Optical Thermal Imaging Camera) thermal imaging units for use on marked fleet patrol vehicles.  2) Purchase and installation of high density storage units (specialty filing system) to increase capacity and efficiency of police records retention.  

Groton Long Point

$9,100.00

Grant funds will be used to purchase communication equipment to improve law enforcement response and documentation.

Groton Town

$30,000.00

These funds will be used to purchase automated external defibrilators for each patrol unit. This will allow officers responding to medical or accident calls to administer this potential life saving treatment immediately without having to wait for EMS personnel.

Hartford

$100,000.00

Purchase of necessary equipment that will accomplish the following objectives: To enhance the efficiency and effectiveness of the Crime Scene Division through the purchase of specialized equipment critical to processing crime scenes; To reduce stolen vehicles and improve the capacity to track and apprehended criminal suspects; and to support and expand Police Departments initiatives with the Vice and Narcotics Division and the Juvenile Investigative Division.

Harwinton

$9,100.00

Purchase of a speed sentry Radar display sign, a truspeed Laser Speed Gun and a stalker dual SL police Radar set.

Killingworth

$9,100.00

Purchase of equipment for traffic enforcement, crime prevention and criminal investigations.

Lebanon

$9,100.00

Purchase three Physio Control Lifepak 1000 AED's for cruiser carry and first responder implementation.

Manchester

$75,000.00

Funds will be used for programs and equipment that promote officer safety, crime prevention and public safety.

Mansfield

$9,100.00

Equipment for law enforcement operations and administration and traffic enforcement and road safety.

New Hartford

$9,100.00

Funds are needed to purchase police related equipment to improve officer safety and re-introduce a police boat patrol along West Hill Lake in New Hartford.

Newington

$30,000.00

Purchase of 2 License Plate Reader Systems and 7 Tasers

North Haven

$30,000.00

North Haven JAG Local Pass Through Funds will be used to purchase an additional cruiser for the police department fleet. This added vehicle will be used exclusively by the department's traffic division to increase traffic enforcement within the town and ultimately increase highway and pedestrian safety.

Orange

$30,000.00

Enhancement and Upgrade of Mobile Video Systems - This award will allow the Department to purchase and install In-car digital video systems for five patrol vehicles and allow for the automatic, wireless upload into the Departments network accessible storage device for future review.  This award will also replace several older VHS units that are obsolete and no longer serviceable.  The project would not be possible without this award under current economic and budgetary constraints.

Plainfield

$30,000.00

The Plainfield Police Department is applying for the funds to purchase an AFIS fingerprint system.  This will allow the department to have instant access to arrestee identity and save time processing fingerprints through the system by mail.

Plymouth

$30,000.00

Purchase mobile data terminals to improve officer safety and efficiency and improve public safety.

Pomfret

$9,100.00

Equipment for officer safety, public safety and public security.

Roxbury

$9,100.00

Purchase of an AED (Automatic External Defibrillator); Ballistic Shield; Camera with Security enclosure; rubber speed bumps.

Sherman

$9,100.00

The Town of Sherman will use grant monies to purchase necessary equipment for traffic enforcement and road safety by monitoring and controlling the excessive number of speeding vehicles.  Other equipment purchases are for: public safety, increased efficiency in investigation work, and servicing stranded motorists.

Somers

$9,100.00

Project will be used for the purchase of new speed monitoring equipment and data collection device.

South Windsor

$30,000.00

Grant funds will be used for overtime to enable Special Enforcement Unit reactivation and deployment for retail district policing.

Tolland

$9,100.00

Funds will be used for equipment for traffic enforcement and road safety.

Vernon

$30,000.00

Equipment to improve law enforcement operations and administrative services.

Waterford

$30,000.00

Equipment for law enforcement operations and administration and a K-9 for specialized law enforcement.

Westport

$30,000.00

Grant funds will be used to purchase and install mobile traffic radar and laser units in the marked patrol cars of the Westport Police Department.

Willington

$9,100.00

The Town of Willington proposes to use the grant funds to purchase a security system and camera surveillance for the Town Office Building, as it has been broken into and vandalized twice in the past 2 1/2 years.

Windsor

$30,000.00

The Windsor Police Department will use these grant funds to purchase several in-car camera for use in patrol vehicles.

Windsor Locks

$30,000.00

The grant funds will be used to purchase eight(8) portable radios for assignment to patrol officers enhancing the department's communications.

Woodbridge

$30,000.00

The Town of Woodbridge is purchasing in-car video systems that will contribute to the preparation of evidence for court and enhance the accountability of officers performing those jobs. In addition, a stand-alone workstation will provide security, as well as, effective performance when accessing and storing this vital information.
