Governor Rell: Time to Strengthen State Laws

Against Computer Predators Abusing Children

 

 

            Governor M. Jodi Rell today submitted testimony to the Legislature’s Judiciary Committee in support of her bill to strengthen the state’s laws concerning computer crimes against children.

 

            “The explosion of technology, from the Internet to cell phones and other mobile devices, has opened a new world for decent, ordinary people – but there are also predators using this same technology for despicable purposes,” Governor Rell said. “I will do everything possible to ensure the safety of our state’s residents and prevent young people from being victimized by these individuals. As technology rapidly evolves – and would-be abusers adjust their methods – our laws must be updated.

 

            “One relatively new problem is the growing proliferation of sexually explicit photos or videos of minors taken with webcams and cell phones,” the Governor said. “These youngsters may be enticed into doing something – just for a moment – without realizing that the consequences can last a lifetime. My proposal makes this offense a Class D felony for the first offense, a Class C felony for the second offense and a Class B felony for any further offenses.

 

            “My bill also streamlines the process for giving people whose subscriber information has been obtained under a court order the required notification of that order,” Governor Rell added. “Currently, most people are notified by mail after they have been contacted by law enforcement. This change would enable law enforcement officials to give individuals the notification first-hand.”

 

            Department of Public Safety Commissioner John A. Danaher III also testified in support of the legislation, House Bill 6382, An Act Concerning Computer Crimes Against Children.
