Executive Order No. 29
WHEREAS, The United States Congress has passed and President Obama has signed into law a comprehensive federal economic stimulus package to create jobs and stimulate economic growth known as the American Recovery and Reinvestment Act of 2009 (hereinafter “the Act”); and
WHEREAS, the Act provides tax credits and tax relief for the preservation and creation of jobs, investment in needed infrastructure, promotion of energy efficiency, assistance to the unemployed and state and local budget stabilization funds; and
WHEREAS, one of the funding opportunities in the Act is the Strengthening Communities Fund Grant which provides funds for the purposes of expanding the capacity and effectiveness of both faith-based and secular community organizations and ultimately in assisting our residents to participate in and benefit from recovery efforts; and
WHEREAS, the Act requires that potential applicants for the Strengthening Communities Fund Grant that are not governmental entities must receive official authorization from the State in order to be eligible applicants; and
WHEREAS, the Conference of Churches has prepared an application for the Strengthening Communities Fund Grant which meets the requirements of the Act and will significantly expand the capacity and effectiveness of faith-based and secular community organizations in the region and assist them in their mission of providing assistance and services to area residents; and
WHEREAS, the Conference of Churches has a long and distinguished record of service to residents of the capitol region and has partnered with other community agencies to provide such services in a seamless and collaborative manner;
NOW, THEREFORE, I, M. Jodi Rell, Governor of the State of Connecticut, by virtue of the authority vested in me by the Constitution and Statutes of the State of Connecticut, do hereby ORDER and DIRECT:
1. I hereby designate the Conference of Churches as the authorized entity within the State of Connecticut to apply for the Strengthening Communities Fund Grant pursuant to the American Recovery and Reinvestment Act of 2009.
2. As a condition of receiving this official designation, if the Conference of Churches is awarded the Strengthening Communities Fund Grant, the Conference shall report all activity related to the grant and the expenditure of grant funds to the State Accountability Officer and the State Transparency Officer in accordance with the provisions of Executive Order Number 25.
3. The Conference shall submit its Outreach, Training and Technical Assistance Work Plan to the State Accountability Officer and the State Transparency Officer at least five days prior to its submission to the Administration for Children and Families.
4. The Conference shall submit copies of its quarterly federal reports to the State Accountability Officer and the State Transparency Officer at the same time that such reports are submitted to the federal government.
This order shall take effect immediately.
