Governor M. Jodi Rell vetoed, IN THE ORIGINAL, the following bill of the 2009 September Legislative Session on the date indicated after the title of the bill (Veto message attached below.):
H.B. 7002
LCO No. 9839 AN ACT IMPLEMENTING THE PROVISIONS OF THE BUDGET CONCERNING REVENUE
This Bill passed as amended by House Amendment Schedule A with effective dates as follows: Sections 1-8, 14-17, 19, 21-22, 24, 51-52 and 54 have an effective date upon passage; Sections 18, 20, 23, 31-33, 47-50 and 53 have an effective date of October 1, 2009; Sections 25-30 have an effective date of October 1, 2009 and applicable to the renewal of a license that expires on or after said date; Sections 34-46 have an effective date of January 1, 2010; Sections 11 and 12 have an effect date from passage, and applicable to estate of decedents dying on or after January 1, 2010; Section 9 has an effective date of January 1, 2010 and applicable to estates of decedents dying on or after said date; Section 10 has an effective date from passage, and applicable to the estates of decedents dying on or after July 1, 2009; and Section 13 has an effective date from passage, and applicable to gifts made during calendar years commencing on or after January 1, 2010. The Governor vetoed the bill on September 25, 2009.

LCO No. 9840 AN ACT AUTHORIZING AND ADJUSTING BONDS OF THE STATE FOR CAPITAL IMPROVEMENTS, TRANSPORTATION AND OTHER PROJECTS
This Act passed and shall take effect as follows: Sections 1-12, 24-40, 56-64 and 69-71 shall take effect upon passage, which is the day the Governor, signed the bill; Sections 13-18 and 41-55 shall take effect July 1, 2010; Sections 19-23 shall take effect May 1, 2010 and Sections 65-68 shall take effect October 1, 2009. The Governor signed the bill on September 25, 2009.

Dear Secretary Bysiewicz:
I am returning without my signature Emergency Certified Bill 7002, An Act Implementing the Provisions of the Budget Concerning Revenue. On August 31, this legislature passed a budget that included $1 billion in new taxes and fees. It was a budget that I could not, in good conscience, sign. Yet, in less than one month, the legislature has seen it fit to yet again raise fees- this time by nearly $60 million over the next two years. Emergency Certified Bill 7002 is yet another example of the legislature’s inability to control spending.
The budget bill passed by the legislature this past August spends too much, borrows more than we should and raises taxes and fees across the board. It is a budget that that I did not approve and took effect without my signature. The legislature’s propensity to spend and its inability to make meaningful spending cuts has now led it to raise motor vehicle and other fees by nearly $60 million over the next two years. These are fees that directly impact all our residents - from those seeking non-driver identification cards to those seeking to renew their driver’s license.
The rationale given for the latest fee increases is to avoid increasing bus and rail fares. I agree. We should not increase bus and rail fees. But rather than find another fee or tax to increase, we should take the responsible action - find something to cut. Countless families and businesses make those tough decisions everyday. According, I have asked the Departments of Transportation and Motor Vehicles to find alternative ways to avoid the fee increases.
We know these are unprecedented economic times; we know that countless Connecticut families continue to struggle; we know that the economy has not rebounded as quickly and as strongly as we would have hoped, yet, there are those that wish to further increase the economic struggles of our residents with endless tax and fee increases. I will not allow that to happen. I will not allow the fee increases in Emergency Certified Bill 7002, An Act Implementing the Provisions of the Budget Concerning Revenue to become law.
It is time for Connecticut’s legislature to live within its means. It is a concept that the families and businesses of Connecticut understand all too well – living within their means since this economic crisis began.
For these aforementioned reasons and pursuant to Section 15 of Article Fourth of the Constitution of the State of Connecticut and Article III of the Amendments to the Constitution of the State of Connecticut, I am returning Emergency Certified Bill 7002 without my signature.
