Sections 5-6 shall take effect October 1, 2007, and applicable to redevelopment plans adopted on or after said date; Sections 10-11shall take effect October 1, 2007, and applicable to development plans adopted on or after said date; Sections 13 -15 shall take effect October 1, 2007, and applicable to property acquired on or after said date; Section 16 shall take effect from passage and applicable to applications filed on or after said date; Sections 17 and 22 shall take effect from passage which is the day the Governor signed the bill; and Section 21 shall take effect October 1, 2007.
