This Act passed as amended by Senate Amendment Schedule A and shall take effect as follows: Sections 1 – 12 shall take effect upon passage, which is the day the Governor signed the bill and Section 13 shall take effect December 1, 2005 The Governor signed the bill on October 31, 2005 at 3:30 p.m.
