Governor M. Jodi Rell signed, IN THE ORIGINAL, the following bills of the June 2005 Special Session on the date indicated after the title of the bill:

 

Bill No. 2000

LCO No. 8371                    AN ACT CONCERNING THE AUTHORIZATION OF SPECIAL TAX OBLIGATION BONDS OF THE STATE FOR CERTAIN TRANSPORTATION PURPOSES

This Act passed and shall take effect as follows:  Sections 1-6; 18-32; 35-37; 39-44 and 48 – 53 shall take effect July 1, 2005; Sections 7- 12 and section 38 shall take effect July 1, 2006; Sections 13-17 shall take effect May 1, 2006; Sections 33 and 45 shall take effect January 1, 2006 and Sections 34 and 46-47 shall take effect upon passage, which is the day the Governor signed the bill.   The Governor signed the bill on June 29, 2005 at 10:00 a.m.

 

Bill No. 7502

LCO No. 8334                    AN ACT CONCERNING THE IMPLEMENTATION OF VARIOUS BUDGETARY PROVISIONS

                                                This Act passed as amended House Amendment Schedule A and Senate Amendment Schedule A and shall take effect as follows:

Sections 4, 7, 15-18, 21-23, 26-32, 35, 37, 41-43, 49, 60-67, 70-72, 74-83, 86-88, 98, 100, 100-103, 106, 108-110 and 115 shall take effect July 1, 2005, Section 59 shall take effect September 1, 2005; Sections 44-45, 47, 97 and 111 shall take effect October 1, 2005; Sections 6 and 20 shall take effect January 1, 2006; Sections 1-3,

9-10, 12-14, 19, 24-25, 33-34, 38-40, 48, 50, 52-55, 57, 68-69, 73, 84-85, 89-96, 99, 104-105, 107 and 112-114 shall take effect upon passage, which is the day the Governor signed the bill, Sections 8 and 46 shall take effect July 1, 2006, Section 11 shall take effect July 1, 2005 and applicable to taxable years commencing on or after January 1, 2005; Sections 51and 56 shall take effect upon passage, which is the day the Governor signed the bill and applicable to estates of decedents dying on or after January 1, 2005,  and Section 58 shall take effect upon passage and applicable to taxable years commencing, gifts made, and estates of decedents dying on or after January 1, 2006.  The Governor signed the bill on June 30, 2005 at 7:00 p.m.

 

 

Bill No. 2001

LCO No. 8372                    AN INCREASING CERTAIN BOND AUTHORIZATIONS FOR CAPITAL IMPROVEMENTS, CONCERNING THE COLLECTION OF COSTS BY THE PROBATE COURT AND CONCERNING A HOUSING TRUST FUND

This Act passed and shall take effect as follows:  Sections 1-13, and 16-21, shall take effect July 1, 2005; Sections 14 and 22-35 shall take effect upon passage, which is the day the Governor signed the bill and Section 15 shall take effect upon passage and applicable to estates of decedents dying on or after January 1, 2005.   The Governor signed the bill on July 1, 2005 at 11:40 a.m.

 

Bill No. 2002

LCO No. 8370                    AN ACT CONCERNING AUTHORIZATION OF STATE GRANT COMMITMENTS FOR SCHOOL BUILDING PROJECTS AND OTHER MISCELLANEOUS PROVISIONS

This Act passed and shall take effect as follows:  Sections 1- 20, 22-32, 34-35, 38, and 40-41 shall take effect upon passage, which is the day the Governor signed the bill, Sections 21, 33, 36-37 and 39 shall take effect July 1, 2005.   The Governor signed the bill on July 1, 2005 at 11:43 a.m.

 

Bill No. 2003

LCO No. 8373                    AN ACT AUTHORIZING BONDS OF THE STATE FOR CAPITAL IMPROVEMENTS AND OTHER PURPOSES

This Act passed and shall take effect as follows:  Sections 1-19, 40-88, and 91-100 shall take effect on July 1, 2005; Sections 20-38 shall take effect on July 1, 2006; and Sections 89-90 shall take effect upon passage, which is the day the Governor signed the bill.   The Governor signed the bill on July 1, 2005 at 11:45 a.m.

 

 

Governor M. Jodi Rell vetoed the following bills of the 2005 Legislative Session on the date indicated after the title of the bills:

 

 

P.A. 05-286

S.B. 94                                    AN ACT CONCERNING REFORM OF THE STATE CONTRACTING PROCESS

This Act passed and shall take effect as follows:  Sections 1-3; 12, 27, 31, 32 and 34 shall take effect July 1, 2005; Sections 23-24 shall take effect October 1, 2005; Sections 17-19 and section 30 shall take effect January 1, 2006; Section 4 shall take effect July 1, 2007; Sections 5-11 and section 35 shall take effect October 1, 2007 and Sections 13-16, 20-22, 25-26, 28, 29 and 33 shall take effect upon passage which is the day the Governor signed the bill. The Governor vetoed the bill on June 30, 2005.

H.B. 6989                                AN ACT CONCERNING EDUCATION IMPLEMENTER PROVISIONS

                                                This Act passed and shall take effect as follows:  Sections 1-11, 14-24, 26-33, 35-36, 38-39, 42-44, 46, and 48-49 shall take effect

July 1, 2005; Sections 12, 25, 34, 37, 40-41, 45, 47, and 50-52 shall take effect upon passage which is the day the Governor signed the bill.   The Governor signed the bill on June 30, 2005.

 

P.A. 05-187

s.S.B. 1088                             AN ACT CONCERNING FIRE SPRINKLERS IN NURSING HOMES

                                                This Act passed and shall take effect as follows:  Sections 1and 2 shall take effect upon passage, which is the day the Governor signed the bill; and Section 3 shall take effect June 30, 2005.  The Governor signed the bill on June 30, 2005.

s.H.B. 6841                             AN ACT CONCERNING THE REAL ESTATE CONVEYANCE TAX

                                                This Act passed and shall take effect upon passage, which is the day the Governor signed the bill.   The Governor signed the bill on

P.A. 05-256

s.S.B. 1093                             AN ACT CONCERNING REVISIONS TO THE DEPARTMENT OF MENTAL RETARDATION STATUTES

                                                This Act passed as amended by Senate Amendment Schedule A and shall take effect as follows:  Sections 1-2, 4, 7 and 8 shall take effect upon passage, which is the day the Governor signed the bill, Sections 5-6 and 10-11 shall take effect July 1, 2005 and Sections 3 and 9 shall take effect October 1, 2005.  The Governor signed the bill on June 30, 2005.

s. H.B. 6940                            AN ACT CONCERNING THE BUDGET FOR THE BIENNIUM ENDING JUNE 30, 2007 DEFICIENCY APPROPRIATIONS FOR THE FISCAL YEAR ENDING JUNE 30, 2005, AND CERTAIN TAXES AND OTHER PROVISIONS RELATING TO REVENUE     

                                                This Act passed as amended by House Amendment Schedule A and shall take effect as follows: 

                                                Sections 1-48, 50-57, 60, 64, 78-86, 90-91 and  93-112 shall take effect on July 1, 2005; Sections 49, 58-59, 61, 70, 89, 92 and 113 shall take effect upon passage, which is the day the Governor signed the bill; Section 87 shall take effect October 1, 2005; Section 88 shall take effect September 1, 2005; Sections 62-63 shall take effect from passage and applicable to income years commencing on or after January 1, 200; Section 65 shall take effect from passage and applicable to income years commencing January 1, 2005; Sections 66 and 69  shall take effect from passage and applicable to estates of decedents dying after January 1, 2005; Sections 67-68 shall take effect from passage and applicable to calendar years commencing on or after January 1, 2005; Sections 71-73 shall take effect upon passage and applicable to taxable years commencing on of after January 1, 2008; Section 74-76 shall take effect upon passage and applicable to taxable years commencing on or after January 1, 2005; and Section 77 shall take effect July 1, 2005 and applicable to taxable years commencing on or after January 1, 2005.  The Governor signed the bill on June 30, 2005.
