Governor

EXECUTIVE ORDER NO. NINE

     WHEREAS, government has a high duty to protect the civil rights of all persons and help end discrimination; and

    WHEREAS, all vulnerable adults deserve government's best efforts to combat discrimination against them; and

    WHEREAS, government's efforts in this regard are not yet fully coordinated, especially insofar as disabled adults between the ages of eighteen and fifty-nine are concerned; and

    WHEREAS, that fact creates the immediate need for adult protective services;

    NOW, THEREFORE, I, JOHN G. ROWLAND, Governor of the State of Connecticut, acting by virtue of the authority vested in me by the Constitution and Statutes of this State, do hereby ORDER and DIRECT:

1. That there is hereby created the Coordinating Council for Adult Protective Services (hereinafter Council)
2. That the Council shall consist of the State of Connecticut's Americans with Disabilities Coordinator and a representative of each State agency or department responsible for protective services for persons with disabilities. The Council shall be chaired by the Commissioner of the Department of Social Services or his/her designee
3. That the Council shall meet regularly for the purpose of (1) sharing information on reports, investigations and resolution determination in cases of abuse and neglect of adults with disabilities, and (2) developing a plan for addressing issues such as the implementation of a coordinated system of protection services for adults with disabilities. Any such plan shall endeavor to aid vulnerable adults in a manner that respects their autonomy and independence.
4. That this Order shall take effect immediately.
