Governor

EXECUTIVE ORDER NO. EIGHT

    WHEREAS, on Wednesday, June 7,1995, the General Assembly adjourned its regular session sine die; and

    WHEREAS, at the time of adjournment, bills establishing school choice programs were pending before the General Assembly without action; and 

    WHEREAS, school choice programs would increase the parental involvement in the education of their children and would expand and improve the educational opportunities for children and families, especially for the economically disadvantaged; and

    WHEREAS, progress toward achieving school choice should not be delayed until the General Assembly reconvenes in 1996;

    NOW, THEREFORE, I, JOHN G. ROWLAND, Governor of the State of Connecticut, do hereby ORDER and DIRECT:

1. That there is hereby established a Governor's Blue Ribbon Commission on School Choice (hereinafter "the Commission") for the purpose of making recommendations concerning the implementation of public/private school choice in Connecticut.
2. That the Commission shall consist of sixteen members who shall be appointed by the Governor, one or two whom he shall designate as Co-Chairmen and one of whom he shall designate as Vice-Chairman and which shall include representatives from the public schools, private schools, local boards of education, business community, legislators, and public members, including but not limited to a parent of a student or student.
3. That the Commission shall conduct hearings, meet with public and private entities, examine the school systems of other states and nations, draw upon the research facilities of the State, and otherwise engage in any proper activities necessary to examine the issue of school choice and make recommendations on its implementation to the Governor and the General Assembly
4. That the Commission shall submit a report of its recommendations on the implementation of school choice to the Governor and the General Assembly on or before February 1, 1996.
5. That this Order shall take effect immediately.
