Governor

Executive Order No. Seven - A

   

    WHEREAS, the people of the State of Connecticut deserve a strong economy comprised of a wide diversity of business organizations; and

    WHEREAS, small business is the engine that drives economic growth; and

    WHEREAS, the small businesses of our state deserve to have their specific needs addressed; and

    WHEREAS, pursuant to Connecticut General Statutes Section 32-101, the Small Business Advisory Council was terminated as of July 1, 1994.

    WHEREAS, it is necessary to expand the scope of Executive Order No. Seven.

    NOW THEREFORE, I, John G. Rowland, Governor of the State of Connecticut, acting by virtue of the authority vested in me by the Constitution and by the statutes of this state, do hereby ORDER and DIRECT that:

1. That Executive Order Number Seven be amended to conform with this Executive Order.
2. That there be hereby created a Governor's Small Business Advisory Council. The Council shall be within the Department of Economic and Community Development (Department). The duties of the Council shall include:
a.  raising issues of concern to the creation and expansion of small businesses;
b. reviewing appropriate Department programs and offering recommendations for the improvement of services to small businesses; and
c. keeping the Department abreast of significant issues and trends affecting small business.
3. The Governor's Small Business Advisory Council shall consist of twenty-five persons as follows:
a. the Commissioner of Economic and Community Development, or his designee;
b. the chairmen of the joint standing committee of the general assembly having cognizance of matters relating to economic development or their designees; and
c. twenty-two persons appointed by the Governor from individuals with knowledge and experience related to small business. The Governor shall appoint from among the members of the council two co-chairpersons who shall serve in that capacity at the pleasure of the Governor.
4. The Council shall have the following powers:
a. to obtain from any executive branch department, board, commission or other agency of the state such assistance and data as will enable it to carry out the purposes of this executive order;
b. to accept any gifts, donations, bequests or grants of funds from private and public agencies for all or any of the purposes of this executive order; and
c. to perform such other acts as may be necessary and appropriate to carry out the objectives and purposes of this executive order.
4. This order shall take effect immediately.
