STATE OF CONNECTICUT
BY HIS EXCELLENCY
JOHN G. ROWLAND
GOVERNOR
EXECUTIVE ORDER NO. FOUR
WHEREAS, the people of Connecticut deserve a law enforcement system capable of anticipating and avoiding law enforcement emergencies; and
WHEREAS, as Governor of Connecticut, it is imperative that there be at my disposal a council with a broad range of law enforcement expertise; and
WHEREAS, as Governor of Connecticut, it is my duty to take whatever steps are needed to ensure cooperation, communication and informed decision-making on all enforcement issues.
NOW, THEREFORE, I, John G. Rowland, Governor of the State of Connecticut, acting by virtue of the authority vested in me by the Constitution and by the statutes of this state, do hereby ORDER and DIRECT:
1. |
That there is hereby created a Governor’s Law Enforcement Council (hereinafter Council), which will advise the Governor on significant issues of public safety and law enforcement on a statewide basis. |
2. |
That the Council, through regular meetings and briefings, will: |
|
a. |
provide the Governor with continuing updates on law enforcement trends so that the State’s resources may be directed to problems in the most efficient and expeditious way possible; |
|
b. |
advise the Governor of any anticipated law enforcement issues such as prison riots, prison strikes/slowdowns, jurisdictional problems on Native American-owned land, or any other civil disturbance before they become emergencies; |
|
c. |
emphasize cooperation and communication among state law enforcement interests so that the Governor will have the benefit of the Council members’ diverse backgrounds and expertise, at a moment’s notice, such as in the event of state emergencies. |
3. |
That the Council shall be chaired by the Chief State’s Attorney and shall consist of: |
- the Commissioner of Public Safety;
- the Commissioner of the Department of Correction;
- the Chief Medical Examiner, State of Connecticut;
- the President of the Connecticut Police Chiefs' Association;
- the Attorney General, State of Connecticut;
- the United States Attorney for the State of Connecticut;
- the Lieutenant Governor, State of Connecticut; and
- the Chief Court Administrator, State of Connecticut.

That this order shall take effect on March 24, 1995. |
