BY HIS EXCELLENCY

JOHN G. ROWLAND

GOVERNOR

EXECUTIVE ORDER NO. 21

WHEREAS Article I section 2 of the Constitution of the United States requires a census to be conducted on each decennium; and

WHEREAS the decennial census was completed in April of 2001; and

WHEREAS section 6b of Article III requires the General Assembly to adopt a plan of districting by the fifteenth day of the September next following the year in which the decennial census of the United States is taken; and

WHEREAS the General Assembly failed to adopt a plan of districting by the fifteenth day of September; and

WHEREAS the Governor is required to appoint members designated by the president pro tempore of the senate, the speaker of the house of representatives, the minority leader of the senate and the minority leader of the house of representatives to a Redistricting Commission;

NOW THEREFORE, I, John G. Rowland, Governor of the State of Connecticut, acting by virtue of the authority vested in me by the Constitution and by the statutes of this state, do hereby ORDER and DIRECT:

1. That there is hereby created a Redistricting Commission. The Redistricting Commission shall:
  • Appoint one additional member to the Redistricting Commission within thirty days of the date of this Order;
  • Consider the alteration of districts in accordance with the principles set forth in section 6b of Article III; and
  • Submit a plan of districting to the secretary of the state by the thirtieth day of the November next succeeding the appointment of its members.
2. The Redistricting Commission shall consist of the following members, as designated by the president pro tempore of the senate, the speaker of the house of representatives, the minority leader of the senate and the minority leader of the house of representatives.
  • Senator Kevin B. Sullivan, President Pro Tempore, 5th Senatorial District
  • Representative Moira K. Lyons, Speaker of the House of Representatives, 146th Assembly District
  • Senator Louis C. DeLuca, 32nd Senatorial District
  • Representative Robert M. Ward, 86th Assembly District
  • Senator Joseph Crisco, Jr., 17th Senatorial District
  • Senator David J. Cappiello, 24th Senatorial District
  • Representative Melody A. Currey, 10th Assembly District
  • Representative Arthur J. O’Neill, 69th Assembly District
3. This Order shall take effect immediately and shall be effective until November 30, 2001.
