Governor

Executive Order No. 18

        WHEREAS, Bradley International Airport is a key asset for the state of Connecticut and an important tool for reaching the global and continental marketplace; and

        WHEREAS, Bradley International Airport can play a major role in connecting Connecticut to the changing global and continental economic system because of its location between two large markets; and

        WHEREAS, Bradley International Airport is potentially the most significant facility influencing Connecticut’s development within the "New Atlantic Triangle;" and

        WHEREAS, decisions regarding the future of Bradley International Airport must be made in the context of understanding its impact on the future of Connecticut and its economy and institutions;

        NOW, THEREFORE, I, John G. Rowland, Governor of the State of Connecticut, acting by virtue of the authority vested in me by the Constitution and by the statutes of this state, do hereby ORDER and DIRECT:

1. That there is hereby created a Bradley International Airport Executive Council (hereinafter Council), which will advise the Governor on issues relating to the future of Bradley International Airport.
2. That the Council, through regular meetings and briefings, will:

a.

work with the Department of Transportation to establish a long-term strategic plan to guide the Airport’s future growth and development;
b. develop, in collaboration with the Department of Transportation and the staff of Bradley International Airport:

1)

long-term goals; to create a twenty to thirty year vision for the development of the airport, and to assist Bradley International Airport in becoming a transportation hub within the New Atlantic Triangle;

2)

a strategic plan; develop, implement, evaluate and refine an ongoing long-term volume strategy approach to increase passenger and cargo activity at Bradley International Airport;

3)

a master plan; develop a future plan for the terminal and concourse development that will accommodate the results of an aggressive volume strategy beyond the presently planned terminal, concourse and parking garage. This will include input into the development concepts for the federally required Airport Master Plan;
4) a business plan; create a plan that will ensure that the best business management and practices are utilized; promote additional commercial activity in the area; maximize the benefits available from revenue producing activities; and establish customer service standards to satisfy customer demands;
5) a marketing plan; develop an aggressive, sophisticated marketing plan to increase carrier activities, passenger traffic and cargo volume at the Airport;
6) a capital budget;
7) an operating budget; and
8) a management team that will be held accountable for operating results.
c. report to the Governor on any recommendations, including legislative changes, that are necessary to enhance the operation of Bradley International Airport by the Department of Transportation.
3. That the council shall be chaired by the Commissioner of Transportation and consist of six public members to be appointed by the Governor.
4. That the Council shall terminate on December 31, 2001.
