Governor

Executive Order No. TWELVE

    WHEREAS, the federal government through the Department of Defense and the National Guard Bureau has created the Community Learning and Information Network (CLIN); and

    WHEREAS, CLIN will offer the State Military Department the benefit of using the latest telecommunications technology to ensure military readiness; and

    WHEREAS, CLIN also offers the potential for creative civilian uses that could be a tremendous benefit to the people of Connecticut; and

    WHEREAS, the federal government requires that the State establish a board to serve as a point of contact for the establishment of CLIN,

    NOW, THEREFORE, I, JOHN G. ROWLAND, Governor of the State of Connecticut, by virtue of the authority vested in me by the Constitution and Statutes of the State, do hereby ORDER and DIRECT:

1. That there is hereby created the CLIN State Management Board (hereinafter Board).
2. That the Board shall serve as a point of contact for the establishment of CLIN sites in the State, coordinate the installation of such sites and manage the system to the benefit of the State.
3. That the Board shall consist of the Adjutant General for the State of Connecticut, who shall serve as chairperson of the Board, the Commissioner of Education and a minimum of three persons appointed by the Governor, who shall serve at the pleasure of the Governor.
4. That the Board shall be staffed by the State Military Department.
5. That the Board's structure and mandate may be altered by the Governor as necessary to meet its changing needs as well as federal requirements.
6. That this Order shall take effect immediately.
