STATE OF CONNECTICUT

BY HIS EXCELLENCY

JOHN G. ROWLAND

EXECUTIVE ORDER NO. ONE

    WHEREAS, the Executive Chambers of the State of Connecticut (hereinafter "the Executive Chambers") include some of the most important and historic spaces at the seat of Connecticut government; and

    WHEREAS, the Executive Chambers are in need of significant care, including restoration, refurbishment, and furnishment; and

    WHEREAS, such care would permit greater public access, facilitate the exposition of Connecticut craftsmanship and artistic achievements and return the Executive Chambers to their historic appearance; and

    WHEREAS, private funds should be raised and in-kind contributions accepted to assist in the care of the Executive Chambers.

    NOW, THEREFORE, I, JOHN G. ROWLAND, Governor of the State of Connecticut, by virtue of the authority vested in me by the Constitution and Statutes of the State, do hereby ORDER AND DIRECT:   

1. That there shall be established "The Executive Chambers Conservancy", to develop and execute a plan for the care of the Executive Chambers.
2. That the powers and responsibilities of the Executive Chambers Conservancy shall include taking all actions necessary, consistent with the laws of this State and regulations of its agencies, to accomplish the goal of caring for the Executive Chambers according to the plan or plans herein required. Said powers and responsibilities shall include, but are not limited to:

(a) Development of short- and long-term plans for the care of the Executive Chambers, which care shall include the restoration, refurbishment, and furnishment thereof.

(b) Encouragement of gifts of money, goods and services from public and private sources. The Treasurer of the State of Connecticut shall accept gifts of money and deposit them with any appropriations received by the Commissioner of Public Works for these purposes in a specified fund and segregated account in the General Fund. The amounts so deposited shall be deemed to be appropriated for the purposes of such gifts and appropriations in accordance with the provisions of Section 4-31 (a) of the Connecticut General Statutes.

(c) Periodic recommendations to the Commissioner of Public Works for the purpose of implementing the plans of the Executive Chambers Conservancy for the care of the Executive Chambers.

(d) Requests that the Commissioner of Public Works make expenditures from the segregated account referred to in paragraph 2(b), above, to implement the recommendations of the Executive Chambers Conservancy.

3. That the Executive Chambers Conservancy shall be composed of a Chairperson and four (4) additional members appointed by the Governor. The Commissioner of Public Works and the Secretary of the Office of Policy and Management shall be ex officio members of the Executive Chambers Conservancy without voting rights. All members shall serve at the pleasure of the Governor and shall serve a term coterminous with the Governor or until a successor is chosen.
4. That this order shall take effect immediately.
