Executive Orders
 Executive Order No. 25
  That there be created within the Office of the Governor the position of State Transparency Officer who shall be responsible for ensuring that the State complies with all provisions of the American Recovery and Reinvestment Act of 2009 concerning transparency and that the State creates and maintains a state recovery Web site that contains all available information relating to all applications for, receipt and expenditure of stimulus funds by the State and any agency thereof.
 Executive Order No. 1
  "There shall be a Special Counsel For Ethics Compliance who shall be appointed by and report directly to the Governor."
 Executive Order No. 2 A
  Executive Order No. 2 is hereby repealed in its entirety and replaced with the text hereof:

  "The Jobs Cabinet and the Director of the Office of Workforce Competitiveness are each authorized to apply for and accept grants, gifts, donations, or bequests from public and private sources for the purposes of this executive order."
 Executive Order No. 3
  "All state agencies in the executive branch and all higher education agencies and institutions shall post all bids, requests for proposals and all resulting contracts and agreements on the State Contracting Portal and shall, with the assistance of the Department of Administrative Services and the Department of Information Technology as needed, develop the infrastructure and capability to electronically communicate with the State Contracting Portal."
 Executive Order No. 4
  "The coordination of information between the State and various emergency preparedness and public service agencies will require that geospatial technology and data be shared by state agencies."
 Executive Order No. 5
  "There is hereby established in the State of Connecticut a hall of fame for veterans of this State which shall be named the Connecticut Veterans Hall of Fame."
 Executive Order No. 6
  NOW, THEREFORE, I, M. JODI RELL, do hereby ORDER AND DIRECT: That the Board of Directors of the Executive Chambers Conservancy, Inc. consider dissolving or terminating the Corporation and that the Board of Directors deliver and convey all remaining real and personal property and assets of the Corporation to the State of Connecticut for such exclusively charitable or educational purposes relating to the Executive Chambers.
 Executive Order No. 7
  "There is established a State Contracting Standards Board that shall consist of five members appointed by the Governor."

  There is established a State Contracting Standards Board (the “Board”) that shall consist of nine members. Five members shall be appointed at the sole discretion of the Governor. Four members shall be appointed by the Governor based on the recommendations of the four principle leaders of the General Assembly.

Each of the Speaker of the House of Representatives, the House Minority Leader, the President Pro Tempore of Senate and the Senate Minority Leader of the Connecticut General Assembly may each recommend to the Governor one member for appointment by the Governor to the Board.
 Executive Order No. 7 b
  "Executive Order Nos. 7 and 7A are hereby repealed in their entirety and are replaced with the text hereof."

  "Executive Order Nos. 7, 7A and 7B are hereby repealed in their entirety and are replaced with the text hereof."
 Executive Order No. 8
  "C.G.S. Sec. 29-7 shall be modified to give the New York State Police concurrent jurisdiction with the Connecticut State Police on commuter trains traveling between Connecticut and New York and shall have the same powers with respect to criminal matters and the enforcement of laws as the Connecticut State Police while they are working within the borders of the State of Connecticut pursuant to this Order."
 Executive Order No. 8 a
  This order, amending Executive Order No. 8, shall be effective upon signing and shall remain in effect and shall be deemed to extend Executive Order No. 8, for a period of thirty days from the date of execution of this modification, unless otherwise revoked or extended.
 Executive Order No. 9
  There is established a task force to monitor the proposal by Broadwater Energy LLC to construct and operate a floating storage and regasification unit for liquefied natural gas in Long Island Sound to be called the Long Island Sound Liquefied Natural Gas Task Force.
 Executive Order No. 10
  "I hereby direct the Commissioner of the State of Connecticut Department of Emergency Management and Homeland Security (“DEMHS”) to take such action as the Commissioner shall deem advisable to establish training programs, policies, procedures and protocols to implement the NIMS and integrated ICS components within all appropriate emergency action and other plans for the State of Connecticut so as to ensure effective and efficient levels of incident management."
 Executive Order No. 11
  "The Advisory Board shall specifically consider and address the ways in which the State of Connecticut can better educate the general public on matters involving identity theft and the protection of personal financial information."
 Executive Order No. 12
  C.G.S. Sec. 53a-3 (9) shall be modified to deem New York State Police Officers as "peace officers" with respect to all criminal matters and the enforcement of law while they are in performance of their official duties on commuter trains in the State of Connecticut
 Executive Order No. 13
  There is established a council to engage leadership from the governmental, higher education, business, and philanthropic communities with regard to early childhood strategic planning and investment partnerships.
 Executive Order No. 14
  "All state agencies in the executive branch shall procure and use, whenever practicable, cleaning and/or sanitizing products having properties that minimize potential impacts to human health and the environment, consistent with maintaining clean and sanitary State facilities."
 Executive Order No. 15
  There shall hereby be created an Office of Responsible Growth within the Office of Policy and Management.
 Executive Order No. 16
  I M. Jodi Rell, Governor of the State of Connecticut by the authority vested in me by section 1-4 of the Connecticut General Statutes and the Constitution of the State of Connecticut do hereby declare January 2, 2007 a Day of Remembrance to honor the life and service of President Gerald R. Ford and ask all Connecticut citizens to observe a minute of silence at 12 noon on January 2, 2007.
 Executive Order No. 17
  All future equipment and appliances purchased by and for executive branch state agencies shall be Energy Star® certified, provided such Energy Star® certified equipment and appliances are commercially available.
 Executive Order No. 18
  "In order to maintain the historic and natural landscape of our State it is necessary to curtail the number of outdoor advertising displays and billboards."
 Executive Order No. 19
  Governor Rell issued an executive order requiring the use of a System Development Methodology (SDM) for all information technology (IT) projects in the Executive Branch.

  "There shall be established the Connecticut Abraham Lincoln Bicentennial Commission."

  "The Commissioner of Environmental Protection shall establish a Foundation, to be known as the No Child Left Inside Foundation, Inc."
 Executive Order No. 22
  By April 15, 2009, and on an annual basis thereafter, the Commissioner of Administrative Services shall complete an audit of all state-owned passenger cars and light-duty trucks that are home-garaged and shall determine which such vehicles may continue to be home-garaged.
 Executive Order No. 23
  The Commissioner of Education shall create a Green Collar Corps to teach the public, focusing primarily on high school students, skills to help their communities reduce their environmental and energy footprint.

  In an effort to reduce spending, control costs, and reduce the size of government it is in the best interest of the State of Connecticut to decrease the number of task forces and commissions

  "That there be created within the Office of the Governor the position of Stimulus Project Oversight Officer who, in cooperation with the applicable state agencies, shall provide oversight of all infrastructure improvements that are funded with monies provided to the State and any agency thereof pursuant to the American Recovery and Reinvestment Act of 2009."

  This order shall take effect on August 1, 2009 and shall expire on August 31, 2009 or upon the approval of an appropriations act for the fiscal year commencing July 1, 2009, whichever occurs first.

  The Department of Public Utility Control is designated the single eligible entity to apply for a State Broadband Data and Development Program grant to collect comprehensive and accurate state-level broadband mapping data and develop a state-level broadband mapping capability.
 Executive Order No. 32 A
  The Connecticut Recovery Act Broadband Review Panel is hereby established to develop a process and criteria to evaluate projects that have successfully qualified for the step two review of the Recovery Act’s Broadband Technology Opportunities Program, and make recommendations concerning the allocation of funds for Connecticut projects.
 Executive Order No. 33
  That all expenditures for the period from September 1, 2009 through September 30, 2009 or the date of approval of an appropriations act for the fiscal year commencing July 1, 2009, whichever occurs first, shall be in accordance with the allotments for the month of September 2009 which are appended to this executive order provided, however, that the Governor, may in her discretion, provide for additional emergency expenditures as they occur
