Regulations of Connecticut State Agencies

The Secretary of the State’s office is the permanent repository of original filings of Connecticut state agency regulations. By law, the Commission on Official Legal Publications is responsible for compiling and publishing the regulations, first in the Connecticut Law Journal, and later in the compiled Regulations of Connecticut State Agencies. Both these publications are available for purchase from the Commission on Official Legal Publications, 111 Phoenix Avenue, Enfield CT 06082.  Non-circulating copies of the Law Journal and the Regulations of Connecticut State Agencies are available for public reference use at Connecticut’s fifteen Judicial Branch Law Libraries and at the Connecticut State Library in Hartford.  Additionally, many state agencies have posted copies of their regulations on their agency websites in order to assist the public.  A list of state agency websites is available at www.ct.gov.

Regulations of the Office of the Secretary of the State are posted on this website and are available at the links listed below.

Copies of original state agency regulations on file with the Office of the Secretary of the State are available for purchase for $40.00 per filing for plain copies, and $50.00 per filing for certified copies.  Written requests for copies should be submitted to the Legislation and Elections Administration Division, Office of the Secretary of the State, PO Box 150470, Hartford CT 06115-0470

State agencies with questions about the drafting and submission of regulations for legislative approval should visit  the websites of the Legislative Commissioners’ Office and the Legislative Regulation Review Committee.

State agencies having approved regulations for filing with the Secretary of the State must submit the regulations within 14 days of approval to the Legislation and Elections Administration Division, Office of the Secretary of the State, 30 Trinity St., Room 200, Hartford CT 06106.

Meetings of Public Agencies

Schedules of Meetings and Notices of Special Meetings of Public Agencies of the State of Connecticut may delivered to the Legislation and Elections Administration Division, Room 200, 30 Trinity Street, Hartford, CT 06106 or mailed to the Legislation and Elections Administration Division, PO Box 150470, Hartford, CT 06115-0470.

Each notice should contain the Location, Time, and Purpose of the Meeting. Special Meeting Notices are posted on a bulletin board on the third floor of the Secretary of the State's Office at 30 Trinity Street. Questions concerning specific meetings should be directed to the agency or department holding the meeting.
