MUNICIPAL CANDIDATES, TREASURERS, AND COMMITTEE CHAIRPERSONS PARTICIPATING IN THE 2013 MUNICIPAL ELECTION

The State Elections Enforcement Commission is pleased to announce educational workshops regarding the requirements of the Connecticut Campaign Finance laws and recent legislative changes affecting municipal campaigns. These workshops are designed to train candidates, treasurers and town committee members who will be involved in the May and November municipal elections. In addition, SEEC will be holding seminars on using the Electronic Campaign Reporting System (eCRIS).*

*Use of the eCRIS system is ONLY available to town committee treasurers. Candidate committee and slate committee treasurers cannot use the eCRIS system and must file on paper with their respective town clerks.

The role of campaign treasurer is extremely important. Treasurers are responsible for ensuring that campaign funds received by the committee are from permissible sources and within permissible limits and that disclosure of contributions and expenditures is made both fully and timely. The purpose of these workshops is to facilitate your understanding of the various rules that apply to each candidate’s campaign. If you are a treasurer of a candidate that intends to participate in the Citizens’ Election Program, your attendance at one of these workshops is essential. Candidates and staff are also encouraged to attend. The State Elections Enforcement Commission is the state agency responsible for enforcement of the campaign finance laws, and therefore monitors compliance with the requirements. Our goal is to prevent problems from occurring. Our workshops provide you with a detailed explanation of your duties and are the best free advice that you will receive during the campaign.

eCRIS enables treasurers to electronically submit required committee registration information and campaign finance statements detailing the receipts and expenditures of the committee. The primary goal of this training seminar is to teach eCRIS users how to enter transactional information and file reports to the state using the eCRIS software.
