OPM: Local Capital Improvement Program (LoCIP)

Program Description

The Local Capital Improvement Program (LoCIP) distributes formula-based entitlement funds to municipalities to reimburse the cost of eligible local capital improvement projects such as road, bridge or public building construction activities.  Descriptions of eligible projects and examples of allowable project costs can be found in the LoCIP Guidelines. 


A municipality must request and be granted project authorization by OPM in order to be eligible for reimbursement for allowable project costs.  A municipality must request LoCIP reimbursement for eligible costs associated with an OPM approved LoCIP project in order to receive funds.  Click the “Forms” button below for the Project Authorization Request Form and the Reimbursement Request form.

Pursuant to the 12/29/2016 letter sent to municipalities, OPM is not accepting applications for new LoCIP project authorizations.  Any entitlement funds not already allocated to LoCIP projects authorized by OPM prior to 12/23/16 are frozen.  OPM will begin accepting New LoCIP Project Authorization Requests when bond authorizations have been increased to a level sufficient to support the authorization of new projects. Towns will be notified when they can begin submitting their requests.

OPM will continue to accept requests for reimbursement for LoCIP projects already approved by OPM and will continue to issue reimbursement payments.
