The American Recovery and Reinvestment Act of 2009 (ARRA) appropriated $39.5 million to be distributed by the U.S. Department of Energy (DOE) through formulaic grants to State Energy Offices for an initiative entitled “Enhancing State Government Energy Assurance Capabilities and Planning for Smart Grid Resiliency” (EA). The purpose of this EA initiative is for the State to develop new, or refine existing, plans that integrate new energy resources and technology into energy assurance and emergency preparedness plans. The goal is for enhanced planning efforts to contribute to the resiliency of the energy sector, including the electricity grid, by focusing on the entire energy supply system, including refining, storage and distribution of fossil and renewable fuels. Of the $39.5 million being made available for the EA initiative, Connecticut’s State Energy Office is eligible to receive $521,500. Housing the State’s Energy Office, the Office of Policy and Management is responsible for overseeing and managing Connecticut’s allocation of EA ARRA funding.
