Timeline for the Adoption of the 2013-2018 Conservation and Development Policies Plan for Connecticut (State C&D Plan):

  • January 5, 2011 - OPM Submits recommendations for a   new process for the adoption of the State C&D Plan based on "Cross Acceptance"
  • September 1, 2011 - OPM submits an initial draft of the State C&D Plan to the Continuing Legislative Committee on State Planning and Development for a 90-day review.
  • March 1, 2012 - OPM publishes a revised draft State C&D Plan.
  • March 1, 2012 - August 1, 2012 - OPM conducts public hearings in order to solicit comments on the draft C&D Plan.
  • December 1, 2012 - OPM submits a recommended draft State C&D Plan to the legislature.

New requirements for the next State C&D Plan

"Cross Acceptance"

Public Act 10-138 incorporated the recommendation from the Continuing Committee’s previous study to have the Office of Policy and Management (OPM) “develop a new process for the adoption, amendment, revision and implementation of the state plan based on cross-acceptance.”  The Act defines “cross-acceptance” as a “process by which planning policies of different levels of government are compared and differences between such policies are reconciled with the purpose of attaining compatibility between local, regional and state plans” of conservation and development.   OPM is specifically required to consider the New Jersey process as a guideline.

“Priority Funding Areas”

Public Act 05-205 requires OPM to develop recommendations for the delineation of  “Priority Funding Areas” beginning with the next State C&D Plan.

Performance Indicators

Public Act 08-182 requires OPM to develop three benchmarks, for each Growth Management Principle,   to measure progress in implementation of the principles, one of which shall be a financial benchmark

For each policy in C&D Plan: (A) assign a priority; (B) estimate funding for implementation and identify potential funding sources; (C) identify each entity responsible for implementation; and (D) establish a schedule for implementation
