Municipal Plan of Conservation and Development Grant Program

 

Section 8-23 of the Connecticut General Statutes requires each municipality to adopt a plan of conservation and development (POCD) at least once every 10 years.  Recent legislation (Public Act No. 07-239 Section 3(b)) makes municipalities potentially ineligible for discretionary state funding, effective July 1, 2010, if they are not in compliance with the 10-year POCD update requirement.

 

In order to assist municipalities in meeting this obligation, OPM is administering a POCD grant program authorized by Public Act No. 07-7, Sections 13(a)(1) and 32(a)(1).  Municipalities were invited to apply for a grant in April 2008 (Invitation, PDF), and a total of 50 out of the 63 municipalities that applied were deemed eligible for grants in the amount of $20,000 each. 

 

In order to be deemed eligible by the June 1, 2008 application deadline, a municipality had to have a POCD in effect that was last adopted in 1998 or earlier.  Municipalities that were in the process of updating such a POCD, or had already adopted a revision to such a POCD since January 1, 2007, were also deemed eligible for a POCD grant.

 

Please note that effective October 1, 2006, Public Act No. 06-24 requires each municipality to submit a copy of its updated POCD to OPM within 60 days after adoption.  In addition, Public Act No. 06-17 requires each municipality to post any POCD adopted after October 1, 2006 on its website.
