 The public comment period for the Revised Draft 2018-2023 State C&D Plan closed on October 16, 2017, except for Locational Guide Map comments & edits submitted using the interactive map editing tool (designated municipal officials only), which will be available until October 20, 2017.
 
Overview
 
Sections 16a-25 through 16a-30 of the Connecticut General Statutes establish a process by which the Office of Policy and Management (OPM) shall revise the State C&D Plan once every five years.  Each 5-year revision to the State C&D Plan is prepared with consultation from regional councils of governments, municipalities, state agencies, and the public.  In summer 2016, OPM began the State C&D Plan revision process for the 2018-2023 State C&D Plan, which must be submitted to the General Assembly by December 31, 2017.  Check this web page periodically for information and updates concerning the 2018-2023 State C&D Plan revision.

Public Review & Comment Period (May 12, 2017 through October 16, 2017)
 
OPM invites all interested persons to express their views on the Draft Plan, either verbally or in writing, at any of the nine public hearings scheduled below.  In addition, OPM will accept written comments on the Draft Plan at any time up to the close of business (5:00 PM) on October 16, 2017.  Written comments may be mailed, faxed, or e-mailed to:

All written comments on the Locational Guide Map should be submitted to the address listed above.  Written comments and proposed edits to the Locational Guide Map may also be submitted using an interactive web-based map editor (soon available), or by way of GIS shapefiles, digital/PDF maps, or printed maps.  For example, if a new sewer service area in your municipality is not properly reflected in OPM's PFA boundaries, please submit a map of the new sewer service area boundaries.  Specifically, OPM is requesting all municipalities to update the following data layers as appropriate:
  • Village Priority Funding Areas: request edits to the boundaries of existing VPFAs or the establishment of new VPFAs.
  • Local Conservation Priorities: areas deemed to be of high conservation priority by the municipality
  • Protected Lands: update the boundaries of properties that are legally protected from development (water company owned lands, deed restricted lands, etc.)
  • Local Historic Districts:  update the boundaries of Local Historic Districts as applicable

Timeline for 2018-2023 State C&D Plan Revision:
 
  • September 1, 2016 - OPM submits an initial draft of the State C&D Plan to the Continuing Legislative Committee on State Planning and Development for a 90-day review. (CGS Sec. 16a-28(a))
  • March 1, 2017 - OPM publishes a revised draft State C&D Plan. (CGS Sec. 16a-28(b))
  • March 1, 2017 - August 1, 2017 - OPM conducts public hearings in order to solicit comments on the draft State C&D Plan. (CGS Sec. 16a-28(c))
  • December 1, 2017 - OPM submits a recommended draft State C&D Plan to the legislature. (CGS Sec. 16a-29)
  • Continuing Committee shall hold a public hearing on the draft State C&D Plan not later than forty-five days after the start of the 2018 legislative session, and shall submit the plan with its recommendation for approval or disapproval to the General Assembly not later than forty-five days after completion of the public hearing. (CGS Sec. 16a-30(a))
