Regional Planning Grant-in-Aid
Program Description
Under Connecticut General Statutes, Section 4-124q, each Regional Planning Agency, each Regional Council of Governments and each Regional Council of Elected Officials in a region without a regional planning agency, is entitled to a grant-in-aid to support its various planning activities. (Collectively, these three types of regional organizations are called Regional Planning Organizations or RPOs. There are 15 RPOs in Connecticut.) Based upon the FY 2008 appropriation of $1,000,000 each RPO receives a base grant of $53,000 under the statutory formula. Each RPO that raises local dues in excess of $53,000, shares the remainder of the grant money in the same proportion that its excess dues relates to the total of all excess dues raised by all 15 RPOs.

Program Objective Statement
To provide general financial support to 15 Regional Planning Organizations in the performance of their statutory responsibilities and associated elective work activities.
Eligibility
A Regional Planning Agency, a Regional Council of Elected Officials or a Regional Council of Governments in each of the state's 15 defined planning regions organized under the appropriate Connecticut General Statutes (CGS): Sections 4-124c through 4-124q and 8-31 through 8-37b.
Grant Activity
Fiscal Year 2008 - Paid Out: $1,000,000: Recipients: 15.
Key Dates
By April 15 - distributes Certification of Local Dues Collected form to each RPO.
By May 15 - receives completed Certification of Local Dues Collected form back from each RPO.
By June 15 - General Assembly approves budget including RPO appropriation for the upcoming fiscal year.
Within 15 days of budget approval by the General Assembly - determines RPO grant amounts using statutory formula and sends Notice of Grant Award to RPOs.
Within 30 days of the determination of RPO grant amounts - receives completed Notice of Grant Award back from RPOs.
By August 30 - Prepares and certifies Payment List for Comptroller.

General Statement of Process
Mails Certification of Dues Collected form to RPOs. Receives completed Certification of Dues Collected form back from each RPO. Uses the Certification form to determine annual grant amount for each RPO in accordance with formula described in CGS: Section 4-124q. Mails Notice of Grant Award to RPOs. Receives completed Notice of Grant Award back from RPOs. Prepares and certifies Payment List for Comptroller. Monitors RPO work plan. Receives and reviews agency minutes, news letters and significant reports from RPOs.
