Program Description


Pursuant to Section 16a-4a of the Connecticut General Statutes, the Intergovernmental Policy Division (IGP), of the Office of Policy and Management (OPM) is responsible for the following regional planning activities:

  1. coordination of regional and state planning activities;
  2. designation or redesignation of logical planning regions and promotion of the continuation of regional councils of governments (RCOGs) within the state; and
  3. provision for technical aid and the administration of financial assistance to RCOGs.

In order to effectuate the activities above, OPM works closely with each RCOG that was established by ordinance of its member municipalities. The RCOGs for the nine planning regions are:

  • Capitol Region Council of Governments
  • Greater Bridgeport Regional Council
  • Lower Connecticut River Valley Council of Governments
  • Naugatuck Valley Council of Governments
  • Northeastern Connecticut Council of Governments
  • Northwest Hills Council of Governments
  • South Central Regional Council of Governments
  • Southeastern Connecticut Council of Governments
  • Western Connecticut Council of Governments
