Pursuant to Public Act 07-195, An Act Concerning the State Purchase of Human Service Contracts for Health and Human Services, the Office of Policy and Management submitted a report, entitled Principles and Procedures for the Competitive Procurement of Human Services, to the Connecticut legislature on February 1, 2008.

The purpose of the report is to summarize OPM's plans for developing competitive procurement standards for the purchase of health and human services, in collaboration with state agencies and in consultation with Connecticut Nonprofit Human Services Cabinet.

Additionally, the report includes background information on purchase of service (POS) contracting and competitive procurement, as well as the OPM planning process.  The report also provides a framework for the executive branch agencies to follow in developing their individual competitive procurement plans.
