ANNUAL CORRECTIONAL POPULATION FORECAST

The State of Connecticut Annual Correctional Population Forecast Report is published in response to the statutory requirements outlined in Public Act 05-249 that created the Criminal Justice Policy and Planning Division (CJPPD) within the Office of Policy and Management (OPM) and tasked the Division with developing annual population projections for Connecticut’s correctional system for planning purposes. Public Act 07-217 changed the annual reporting deadline from November first to February fifteenth, effective July 12, 2007 and has been codified within the Connecticut General Statutes Title 4, Chapter 50, §4-68n.

The Annual Connecticut Correctional Population Forecast Report was developed by the Criminal Justice Policy and Planning Division of the Office of Policy and Management (OPM) and the CJPAC Research Workgroup.

ABOUT THE 2011 POPULATION FORECAST REPORT

2011 Total Facility Population Forecast
 
OPM estimates that the Connecticut Department of Correction’s (DOC) total facility population will decline moderately, over the coming year, from 2010 levels.  The total facility population between March 1, 2011 and February 1, 2012 should remain below 18,000 for most of the year.

  • Barring unforeseen events or changes in policy affecting incarceration in the state, the prison population should decline by approximately 2% over the coming year.  OPM based this year’s forecast on the same set of assumptions that it applied to last year’s forecast.
  • The prison population is expected to fluctuate during the year, following historic seasonal patterns.  OPM currently anticipates that the prison population should hover in a band between 17,650 and 18,000 for most of the year.
