Higher Education Coordinating Council
Pursuant to CGS Section 10a-6a and 6b, the Higher Education Coordinating Council (HECC) is responsible for developing accountability measures to be used by the Board of Regents for Higher Education and each constituent unit of the state system of higher education in assessing each public institution of higher education's progress toward meeting the established goals.

· BOR Vice President for Connecticut State University Systems
· Chair of the Board of Regents for Higher Education
· Chair of the Board of Trustees for the University of Connecticut
· Commissioner of State Department of Education
Purpose
· Develop accountability measures and assess each public institution of higher education’s progress toward meeting the following goals:
o Enhance student learning and promote academic excellence;
o Join with elementary and secondary schools to improve teaching and learning at all levels;
o Ensure access to and affordability of higher education;
o Promote the economic development of the state to help business and industry sustain strong economic growth;
o Respond to the needs and problems of society; and
o Ensure the efficient use of resources
· The Council shall develop an implementation plan to use of the accountability measures
Additional work with the Department of Labor
· Higher Education Coordinating Council will work with Department of Labor to:
o Produce periodic reports on the employment and earnings of students who leave the constituent units upon graduation or otherwise
o Develop an annual affordability index for public higher education that is based on state-wide median family income
Reporting
· Each public institution of higher education submits an accountability report annually by November 1st
· The Board of Regents for Higher Education submits a consolidated accountability report to legislature’s committee of cognizance by December 1st
o Report to include
§ Measures for each constituent unit and public institution of higher education ,
§ Updated baseline and peer comparison data,
§ Performance improvement targets for each measure, and
§ Other information
Meeting
The Higher Education Coordinating Council will convene its next meeting on Thursday, November 29, 2012 from 3:00-4:30 pm in Room 1C of the Legislative Office Building (located at 300 Capitol Avenue, Hartford Connecticut 06106).
