The Locational Guide Map (Map) is a component of the Conservation and Development Policies Plan for Connecticut (Plan). The Map spatially interprets the growth Management Principles contained in the Plan, with respect to each area’s potential to fulfill and to balance the conservation and development priorities of the state.

 

The Map is based on digital and demographic data developed by the Department of Environmental Protection, the Office of Policy and Management, the Department of Economic and Community Development, and the U.S. Department of Commerce, Bureau of the Census. It comprises the best available statewide digital and demographic data and also reflects local and regional plans and policies that most closely reflect the Map’s definitional criteria. If the criteria defining a particular site changes subsequent to the Plan’s adoption, a proposed project should be judged for consistency based on the most current data sources available at the time of evaluation.

 

There also may be instances when the proposed reuse or redevelopment of an existing site for economic development, affordable housing, or other public-supported initiative may be eligible for state funding, even if the proposed project is not located within a development category on the Map. When a conservation priority is reflected on the Map in an area where development currently exists, the Plan text must be consulted to help interpret the proposed action’s consistency. A full review under the Connecticut Environmental Policy Act (CEPA) may be necessitated if the proposed development is of a greater dimension or intensity than the past use; Thereby requiring a thorough analysis of all potential impacts and mitigation measures, as well as, consideration of alternative sites within the region.

You can access geographic data in Environmental Systems Research Institute (ESRI) shapefile format and graphic (PDF) image format. 

GIS Viewing Option: The shapefile (.shp) format data requires Geographic Information Systems(GIS) or computer mapping software for display. These shapefiles have been compressed using Winzip and must be decompressed before use. If you do not have Winzip, click here to download Winzip.

 PDF Viewing Option: To view a PDF file, you will require the use of the Adobe Reader.  The Adobe Reader is free software that lets you view and print PDF files on a variety of hardware and operating system platforms.
