Hi Everybody,


The 2016 legislative session begins Wednesday, February 3rd, and ends May 4th.


On February 3rd, Governor Malloy will address the legislature and put forward his recommendations for adjustments to the state budget.  Connecticut has a two-year budget cycle. The current budget runs from July 1, 2015 through June 30, 2017.


On February 4th, the Governor’s Budget Secretary, Ben Barnes, will give a briefing to the legislative Appropriations Committee. This briefing is open to the public and will be held at 1:30 pm in room 2C of the Legislative Office Building. This event will also be broadcast on CT-N.


Typically, the Appropriations Committee holds several public hearings on the Governor’s budget recommendations. I will share information about these hearings as soon as the information is available.


This year is a “short session”. This means that individual legislators can only propose bills related to the state budget. However, legislative committees can raise bills on any topic under their purview—whether they affect the budget or not. If you would like to see legislation passed this year I recommend you check with the leadership of the appropriate legislative committee to ask for a bill to be raised.


The deadline for individual legislators to introduce legislation is Friday, February 5th.


The deadline for legislative committees to raise bills is February 18th for most of the smaller committees and February 19th for the larger committees.


Legislators are telling people that this will be a difficult session and the main concern will be making adjustments to the state budget. We will know next Wednesday what the Governor has in mind.
