My bill was “referred from the floor” to a Committee. What does that mean?

Once committees have finished their main work, other bills that started in other committees can be referred to committees from the House or Senate. If the legislative leaders think the Education Committee’s school nurse bill also needs to be approved by the Public Health Committee, the House will refer the matter to the Public Health Committee.

When a legislative committee receives a bill referred from the floor of the House or Senate (called “floor referrals”), the committee has a short period of time to take action. Action must be taken before the start of the third, regular session of the chamber which referred the bill; or seven calendar days, whichever occurs first.

Bills referred to committee can be voted on favorably or unfaborably; be boxed (this means the bill is dead, they literally put the physical copy of the bill a metal lock box, not to see the light of day until the legislative session ends); or have no action taken.
