Copies of bills can be accessed on the legislative website at www.CGA.CT.gov

There are several “concepts” that have been raised by committees. These are placeholders for bills that will be worked on by legislators and their staff attorneys. The language of these bills has not been announced yet; therefore, I have listed such “concepts” in the Bill Tracking Report but not in the List of Bills by Topics. Until I see the language in each bill, I cannot be sure which subject matters are involved.

I have included the deadline to act on proposed bills for each committee in this Bill Tracking Report. Most proposed bills will not be acted on and with “die in committee”. Once this happens, these reports will be much shorter and more helpful. Until I know which of these bills will live or die I must report them all.

The “JF Deadline” is the last day the committee has to vote on bills in the possession of the committee. (Bills referred to committees after the deadline have about a week from the referral to take action.)

To require operators conducting youth athletic activities on public athletic fields to obtain the informed consent of a parent or guardian of each child participating in the youth athletic activity regarding concussions, to require coaches of youth athletic activities on public athletic fields to complete a training course regarding concussions, to require coaches of youth athletic activities on public athletic fields to remove from play youth athletes suspected of having or diagnosed with concussions and to prohibit youth athletes suspected of having or diagnosed with concussions from resuming play until such youth athletes obtain permission to resume play from a licensed health care provider.

Raised HB 7111 AN ACT CONCERNING THE RESTRAINT, SECLUSION AND PLACING IN TIME OUT OF STUDENTS BY SCHOOL EMPLOYEES. To (1) clarify the definition of physical restraint, (2) define time out, and (3) require local and regional boards of education to (A) establish policies regarding the use of time out, (B) provide certain additional training to school professionals, paraprofessional staff members and administrators regarding the physical restraint and seclusion of students, and (C) maintain a list of crisis intervention team members at each school.
