Our Mission

Mission Statement

The mission of the Office of the Healthcare Advocate is to assist consumers with health care issues through the establishment of effective outreach programs and the development of communications related to consumer rights and responsibilities as members of healthcare plans.

OHA staff is dedicated not only to serving and assisting Connecticut's healthcare consumers, but also striving to ensure that the products and services available are adequate. This effort requires a multifaceted approach, including direct consumer advocacy and education, interagency coordination of benefits and a voice in the legislative process.



Goals and Objectives


  • The OHA is responsible for communicating with healthcare consumers.
  • The OHA assists consumers with health plan selection by providing information, referral and assistance to individuals about means of obtaining healthcare coverage and services.
  • The OHA assists consumers with the filing of complaints and appeals, including filing appeals with a healthcare planís internal appeal or grievance process and information about the external appeal process established under the general statutes and federal regulations.
  • The OHA is responsible for tracking complaints from the public and quantifying these complaints in order to make legislative and regulatory recommendations on behalf of consumers.
  • The OHA is responsible for educating the general population on their healthcare rights and responsibilities.
