While incumbent telephone and cable providers do not see a business case for investing in the rural areas of the state, local officials and residents say limited cellphone and high-speed Internet access stall business growth and undermine schools that depend on the web.
“It’s difficult to attract people to that kind of a landscape,” said state Consumer Counsel Elin Swanson Katz.  State Rep. Roberta Willis, D-Salisbury, accuses telecommunications companies of failing to do enough to build broadband networks. She said, “If electricity companies were deregulated like this there would be no electricity in my district.

Bureaucracy, outdated regulations challenge broadband ‘railroad’

The author's experience in telecom explains that a broadband railroad is unlikely to be built throughout Connecticut anytime soon. The Central Pacific Railroad laid 10 miles of track in a single record day in 1869. By comparison, it can still take up to 90 days for a 21st century company to install broadband fiber on 8 to 10 existing poles to serve a single customer.
