Mary J. Healey was reappointed Consumer Counsel for the State of Connecticut by Governor M. Jodi Rell and confirmed by the General Assembly to serve a second five year term from 7/01/2006 – 6/30/2011. Under her leadership, the Office of Consumer Counsel has continued its proactive role in representing the interests of utility ratepayers of Connecticut.
Healey, an attorney, brings the unique experience and expertise of her positions as Vice President, General Counsel, and Secretary at Yankee Gas Services Company, a Connecticut regulated utility company, where she was employed from 1989-2000.
During her first term, the OCC tackled a number of difficult and complex issues involving rate cases, transmission expansions and electric wholesale market rules and pricing, professionally and competently represented Connecticut ratepayers’ interests in all these matters. In addition, OCC has been an active participant on behalf of utility consumers in many forums, providing information and testimony to help shape sound energy policies, both state and federal, including as a member of the New England Power Pool, the regional electric consortium that interacts with ISO-New England in setting reliability and wholesale electric pricing rates and policies.
Healey is a graduate of Mount Holyoke College and Boston College Law School. As the Consumer Counsel, she serves ex officio on the boards of a number of energy related state entities: as Vice Chair of the Connecticut Energy Advisory Board, past Chair of the Connecticut Education Advisory Council, member of the Energy Conservation Management Board, and a director of the Connecticut Economic Resource Center. She was recently elected to serve on the North American Electric Reliability Corporation’s ("NERC") Member Representatives Committee and serves on the Executive Committee of the National Association of State Utility Consumer Advocates.
