EXPLANATION OF CHARGES ON PHONE BILL

Basic and Non-Basic Charges: The amount due on your bill includes basic and non-basic charges.  You are responsible for the payment of all charges on your telephone bill.  Failure to pay your basic charges will result in the termination of your local service.  If you do not pay the non-basic charges, your local service will not be shut off but all your non-basic services will be terminated.  Failure to pay any portion of your bill may result in collection action.

BASIC CHARGES

  • Calling Charges
    +  Instate long distance calls provided by SNET or local carrier
    +  Instate 800 service and WATS service
    +  Calls to Directory Assistance (411) for instate phone numbers
  • Connecticut E 9-1-1 Surcharge - a monthly charge billed on behalf of the State of Connecticut to cover the cost of upgrading and operating the Enhanced 9-1-1 emergency system.
  • Connecticut Service Fund - a monthly charge to fund the Connecticut Lifeline and Telecommunications Relay Service (TRS) programs.  Lifeline provides reduced rates for qualified limited-income customers.  TRS provides hearing-impaired individuals with the capability to use the public telephone network by sending or receiving typed messages.
  • Federal Subscriber Line Charge - a monthly charge permitted by the Federal Communications Commission (FCC) to recover the costs of local facilities that link each customer to the telephone network to make or receive interstate long distance calls.
  • Monthly Charges 
    +  Telephone service to the customer premises and other services such as
          Totalphone and Smartlink
    +  The regulated portion of Packet Switched Data Networks and CentraLink
          Centrex services 
  • Number Portability Service Charge - a monthly charge permitted by the FCC to recover the costs of upgrading the network to provide customers with the ability to keep their telephone numbers when changing local service providers.
  • Universal Service Fund - Local - a monthly charge that pays for the contributions that the local service provider must make to the federal Universal Service Fund which supports the telecommunications needs of limited-income households, schools, libraries, rural hospitals, and consumers living in high-cost service areas.
  • Interstate Primary Interexchange Carrier Charge (PICC) - a monthly charge permitted by the FCC to business users without a primary or presubscribed interstate long distance carrier to cover the costs of local facilities that link the customer to the network to make or receive interstate long distance calls.
  • Intrastate Primary Interexchange Carrier Charge (PICC) - a monthly charge allowed by the Connecticut DPUC to business users to cover the costs of local facilities that link the customer to the network to make or receive instate long distance calls.

NON-BASIC CHARGES

  • Calling Charges
    +  900 number calls
    +  Calls placed through alternate operator service providers
    +  Instate long distance calls provided by a company other than SNET
    +  Out of state long distance calls
    +  Out of state 800 calls
    +  Calls to National Directory Assistance (411)
  • Carrier Line Charge - a monthly charge billed to business customers to recover the flat monthly charges billed to SNET America, Inc., SNET's long distance affiliate, by local telephone service providers for connecting to the local telephone network.
  • Monthly Charges
    +  Advertising in the white page directories, electronic or other media
    +  ConnNet and Packet Switched Data Networks (non-regulated portion)
    +  All leased or purchased devices such as telephone and data sets
    +  Inside wire contracts to maintain or repair wiring inside the customer premises
               without additional charge for repair
    +  SNET Internet SM service and usage charges
    +  SNET Voice Mail service charge
  • Global Service Provider Charge - a charge assessed to SNET Internet subscribers to cover the costs SNET pays to utilize the internet backbone and provide transport of customer data beyond Connecticut.
  • Universal Service Fund - Interstate - a monthly charge that recovers the contributions SNET America, Inc. must make to the federal Universal Service Fund.
  • Wireless - all charges for wireless products and services.

BASIC AND NON-BASIC CHARGES

  • Late Payment Information - A late payment charge per month may be applied on any unpaid balance.  Any money paid will be first applied to basic charges and the balance will be applied to non-basic charges.  To avoid a late charge, payment must be made in full no later than the date due on your bill.
  • Other Charges and Credits - one time charges for installations, moves and changes; one time adjustments for items that carry a monthly rate based on the number of days from installation or removal to regular billing date.
  • Taxes - Most charges are subject to federal and state sales tax.  Connecticut E 9-1-1 surcharge is not taxable.
