Hartford, Conn. (January 26, 2015) – Access Health CT (AHCT) announced that in anticipation of severe weather and blizzard conditions all in-person enrollment locations will close at noon today, Monday, January 26 and remain closed on Tuesday, January 27 and Wednesday, January 28.


This includes the AHCT enrollment centers in New Britain and New Haven and the Community Enrollment Partner sites in Bridgeport, East Hartford, Hamden, Hartford, Meriden, Norwich, Stamford, Waterbury, West Haven, and Willimantic. All locations are scheduled to be open Thursday, January 29, weather permitting. For a full list of enrollment locations and hours, please visit


2015 open enrollment continues through February 15, and Connecticut residents can shop for quality, affordable health care coverage and compare plans any time at or by calling 1-855-805-HEALTH (4325).


Access Health CT (AHCT), Connecticut’s official health insurance marketplace, is a quasi-public agency created by the Connecticut legislature in 2011 to satisfy requirements of the federal Affordable Care Act. AHCT’s mission is to increase the number of insured residents in Connecticut, promote health, lower costs, and eliminate health disparities. Connecticut residents and small business owners can compare and enroll in health care coverage and apply for tax credits for individuals through AHCT. AHCT (or the Marketplace) also coordinates eligibility and enrollment with state Medicaid and Children’s Health Insurance Programs. Notice of Intent to Adopt Procedure


In accordance with Section 1-121(a) of the Connecticut General Statutes, notice is hereby given that the Connecticut Health Insurance Exchange (the Exchange) is proposing to adopt the Procedure: Employer Appeals Process with the purpose of establishing an appeals process, whereby an employer who has received a notice from the Exchange pursuant to 45 CFR §155.310(h) that one of their employees has been deemed eligible for advanced payment of the Premium Tax Credit (APTC) and has enrolled through the Exchange with such APTC, may appeal and the Exchange may process such appeal pursuant to the requirements of 45 CFR part 155, subpart F.

Interested persons wishing to present their views on this procedure are invited to do so in writing within thirty (30) days following publication of this notice in the Connecticut Law Journal on February 3, 2015.  Deadline for comments is March 5, 2015.  Comments can be submitted electronically to Margo Lachowicz at  (Please indicate "Public Comment" in the subject line.)  Comments can also be mailed to Margo Lachowicz, Access Health CT, 280 Trumbull Street, Hartford, CT  06106.
