     A regular meeting of the Freedom of Information Commission was held on April 23, 2014, in the Freedom of Information Hearing Room, 18-20 Trinity Street, Hartford, Connecticut. The meeting convened at 2:10 p.m. with the following Commissioners present:
 
     Commissioner Owen P. Eagan, presiding
     Commissioner Matthew Streeter
     Commissioner Christopher P. Hankins
     Commissioner Michael C. Daly
     Commissioner Lenny T. Winkler
 

     Also present were staff members, Mary E. Schwind, Victor R. Perpetua, Clifton A. Leonhardt, Tracie C. Brown, Lisa F. Siegel, Kathleen K. Ross, Gregory F. Daniels, Paula S. Pearlman, Cindy Cannata, and Thomas A. Hennick.
 
     The Commissioners unanimously voted to approve the minutes of the Commissionís regular meeting of April 9, 2014.
 
     Those in attendance were informed that the Commission does not ordinarily record the remarks made at its meetings, but will do so on request.
 
Walter Casey v. EMS Review Committee, Town of Darien; and Town of Darien
 
     The Commissioners unanimously voted to adopt the Hearing Officerís Report.
 
 
Town of Rocky Hill v. SecureCare Options, LLC
 
     Attorney Jonathan Starble appeared on behalf of the respondent. The Commissioners unanimously voted to adopt the Hearing Officerís Report.
 
 
Priscilla Dickman v. Director, State of Connecticut, Health Affairs Planning, Department of Community Medicine and Health Care, University of Connecticut Health Center; and State of Connecticut, University of Connecticut Health Center
 
     Priscilla Dickman appeared on her own behalf. Assistant Attorney General Stephen Courtney appeared on behalf of the respondents. The Commissioners unanimously voted to amend the Hearing Officerís Report. The Commissioners unanimously voted to adopt the Hearing Officerís Report as amended.* The proceedings were recorded digitally.

     The Commissioners unanimously voted to adopt the Hearing Officerís Report.

     The Commissioners unanimously voted to adopt the Hearing Officerís Report.
 

     Lisa F. Siegel reported on the Supreme Court decision in Commissioner of Public Health v. Freedom of Information Commission et al., SC 19046, officially released March 25, 2014.
 
     Clifton A. Leonhardt reported on the New Britain Superior Court Memorandum of Decision in George Flores, Esq. & David Smith, Esq. v. Freedom of Information Commission dated April 7, 2014.
 
     Victor R. Perpetua reported on the New Britain Superior Court Memorandum of Decision in Nancy Burton v. Freedom of Information Commission dated April 7, 2014.
 
     Victor R. Perpetua reported on pending appeals.
 
      Mary E. Schwind reported on legislation.

AMENDEMENT
 
Priscilla Dickman v. Director, State of Connecticut, Health Affairs Planning, Department of Community Medicine and Health Care, University of Connecticut Health Center; and State of Connecticut, University of Connecticut Health Center
 
 
     The Hearing Officerís Report is amended as follows:
 
     8. It is found that the complainant and the respondents have been engaged in a records request-and-response [dance] COLLOQUY for several years, relating to the complainantís employment with the respondents. It is found that the complainant has made 35 requests for records from the respondents, and the respondents have provided many copies of records to her.
