Birth to Three




The Office of Early Childhood (OEC) administers the Connecticut Birth to Three system. For more information on programs, services, and eligibility regarding Birth to Three, please follow this link to the OEC website.

The Department of Social Services is the single State agency responsible for administering all Connecticut Medical Assistance Programs, including adherence to all Medicaid requirements. The Department is working in partnership with OEC, to modernize and ensure the long-term sustainability of the Birth to Three program.

Birth to Three Cost Reports: Cost reports were due Thursday October 15, 2015. Please submit electronically to marie.femia@ct.gov along with your agency's audited financial statements or trial balance. Please follow the links below to download the cost report, instruction manual, and presentation information.
