Connecticut Pre-Existing Condition Insurance Plan: Application Period Ends February 28, 2013


 

Connecticut’s Pre-Existing Condition Insurance Plan will be unable to accept new applications unless they are postmarked by Thursday, February 28, 2013, in accordance with federal guidelines.

 
  • Applicants who were receiving benefits under a federal/state pre-existing condition insurance plan in another state and who are relocating to Connecticut are exempt from this suspension and will be considered for enrollment.
  • There are no changes to benefit coverage or premiums at this time.

Connecticut’s Pre-Existing Condition Insurance Plan (previously referred to as a temporary high-risk pool program) is operated by the Health Reinsurance Association under contract with the Department of Social Services, administering state agency.  Medical benefits are coordinated through the UnitedHealthcare provider network.

Why is enrollment being suspended?  The following information, excerpted in part from the federal information, may be helpful:
 
  • Pre-existing condition insurance plans (PCIP) are part of a temporary program for those locked out of the current insurance marketplace.  The program has a limited amount of funding from Congress.
  •  
  • Based on program experience and trends since the start of the program, PCIP enrollees have serious and expensive illnesses with significant and immediate health care needs.  More information can be found in the Annual Report on the Implementation and Operation of the PCIP Program.
  •  
  • This suspension will help ensure that funds are available through 2013 to continuously cover people currently enrolled in PCIP.
  •  
  • Starting next year, the Affordable Care Act guarantees that all Americans – regardless of their health status or pre-existing conditions – will have access to coverage.  People will be able to apply for affordable health insurance coverage choices in health insurance marketplaces when open enrollment begins on October 1, 2013.
