DRS Arrest West Hartford Man for Fraudulent Tax Returns

Commissioner of the Department of Revenue Services (DRS), Kevin B. Sullivan today announced the arrest of a West Hartford man for filing several false income tax returns and stealing over $25,000 in refunds.

Following months of investigation, a Special Agent from the Criminal Investigations Division with the assistance of the Hartford Police Department, arrested Mark R. Brown age 40 of South Main Street, West Hartford and of Phoenix, AZ. Charges include multiple counts of filing false income tax returns among other charges.

Said Commissioner Sullivan, “The DRS Fraud Unit has sophisticated tools to analyze income tax returns for potential fraud. Our agency is uncovering, investigating and prosecuting criminals who steal taxpayer dollars. This case is yet another example of DRS and law enforcement working together to combat the growing problem of tax fraud.”

Brown was charged with the following felonies:

  • 53a-122 Larceny 1st by Defrauding a Public Community (2 counts)
  • 12-737(b) Filing a False Income Tax Return (3 counts)
  • 53a-49/53a-122 Criminal Attempt to commit Larceny 1st (2013 tax year)
Brown potentially faces jail time and fines if convicted.

The investigation began in May 2017 when a member of the DRS Fraud Unit noticed several discrepancies on personal income tax returns filed by Brown for the 2011 through 2016. It was determined that all returns and refund claims that were filed by Brown were fraudulent. Brown is alleged to have fraudulently received income tax refunds totaling $26,091.00. DRS was able to intercept and stop $4,200 in additional refund payments.

“When someone steals a refund, no matter how big or small, they are stealing from every taxpayer in Connecticut,” said Sullivan.

After his arrest, Brown was released on a $30,000 non-surety bond and is scheduled to appear in Hartford Superior Court on November 20, 2017. More information on the case involving Mark R. Brown is available on the CT Judicial Department website.

The investigation is ongoing and further arrests are anticipated.

The Department of Revenue Services extends it gratitude to the Hartford Police Department for its assistance in this investigation.
